According to VNA correspondents in North Africa, regional media consider this a new milestone in South-South cooperation, with Vietnam and Senegal signing a series of strategic agreements on July 23 in Dakar in areas such as diplomacy, agriculture, rice trading and parliamentary cooperation. Algerian press emphasized that the contents discussed and signed have shown the strong determination of both sides in bringing bilateral relations to the level of a substantive strategic partnership, based on political trust and sustainable development interests.

The visit of National Assembly Chairman Tran Thanh Man was described as “historic”, not only because of the large scale of the Vietnamese delegation but also because of the high political commitment from both Senegal and Vietnam. Senegalese President Bassirou Diomaye Faye personally received the Chairman of the Vietnamese National Assembly , affirming the importance of the traditional friendship and the desire for increasingly effective and substantive bilateral cooperation, linked to the interests of the people of the two countries.

Algerian press also paid special attention to practical areas of cooperation, notably rice trading and agricultural development. As one of the world's leading rice exporters, Vietnam is expected to support Senegal in accelerating its goal of food self-sufficiency by 2035, through technology transfer, farmer training and domestic value chain development. This is considered a proactive response by southern countries to global food security challenges.

According to Algerian media, the visit clearly demonstrates Vietnam’s consistent foreign policy in strengthening cooperation with developing countries, especially in Africa – a region with much untapped potential. Promoting parliamentary diplomacy alongside state diplomacy, as affirmed by Senegalese National Assembly President El Malick Ndiaye, demonstrates Vietnam’s multi-layered and long-term approach in building strategic partnerships.

Algerian media also quoted Vietnamese Ambassador to Algeria, Mr. Tran Quoc Khanh, affirming that the potential for cooperation between Vietnam and the West African region in particular and Africa in general is huge. The Ambassador emphasized the role of the two countries as regional bridges: Vietnam in the ASEAN space and Senegal in the Economic Community of West African States (ECOWAS) and the African Continental Free Trade Area (AfCFTA), thereby opening up opportunities for Asia-Africa regional connectivity through new trade corridors.
The Algerian press also highly appreciated the fact that the two National Assembly Chairmen co-chaired the Vietnam-Senegal trade roundtable, bringing together representatives of ministries, sectors and businesses of the two countries, to seek specific investment opportunities in areas such as agriculture, energy, green finance, logistics and human resource training. At the same time, the event also has the meaning of connecting the Asian-African business community in the context that many African countries are looking for new partners to improve their internal capacity.

A cultural highlight mentioned by the Algerian press is the strong development of the traditional Vietnamese martial art – Vovinam – in Senegal, which currently has more than 3,000 practitioners, the second largest number of Vovinam practitioners in Africa, after Algeria. This is considered a vivid manifestation of people-to-people exchange between the two countries, contributing to enhancing mutual understanding and fostering a social foundation for bilateral cooperation.

In the context of Algeria recently strengthening its cooperation with ASEAN, especially after becoming a partner of the group of countries participating in the Treaty of Amity and Cooperation in Southeast Asia (TAC), the press of this country considers the African tour of National Assembly Chairman Tran Thanh Man as part of a common process in which Southern countries proactively connect, link and create a more equitable development order. Vietnam, as a dynamic and responsible developing country, is gradually affirming its position as a reliable partner and an effective bridge between Asia and Africa.

The visit is expected to contribute to promoting Vietnam-Africa cooperation in depth, substance and comprehensiveness, creating new momentum for parliamentary cooperation, economy-trade, culture-society and people-to-people exchange, on the basis of common values of peace, development and prosperity for mutual benefit.
