The Ministry of Transport has just submitted to Deputy Prime Minister Tran Hong Ha a draft of the operating regulations of the Steering Committee for developing investment policies for the North-South high-speed railway and national railway projects.
The Ministry of Transport said that, as the standing body of the Steering Committee, the Ministry of Transport has sought opinions from relevant ministries and branches on the Steering Committee's operating regulations and incorporated them into the draft.
According to the draft, the head, deputy head and members of the Steering Committee work part-time.

The Steering Committee operates on the principles of centralization, democracy, public discussion, ensuring unified direction, and promoting the responsibility of the Head of the Committee. The Head of the Committee is the final decision maker on matters of the Steering Committee; the Deputy Head of the Committee is authorized to decide on a number of specific matters as assigned and authorized by the Head of the Committee. The members of the Steering Committee are responsible for implementing assigned tasks and proactively directing competent agencies to implement tasks in the assigned sectors and fields of state management to develop and implement the Project.
The Steering Committee meets periodically every 3 months and holds extraordinary meetings according to the decision of the Head of the Committee. The content of the regular meeting focuses on assessing the implementation of the project; proposing and handling difficulties and problems in the process of building and organizing the implementation; reporting and recommending to competent authorities to resolve issues beyond the authority of the Steering Committee.
The Ministry of Transport is the standing body of the Steering Committee responsible for assisting the Steering Committee in organizing and implementing the tasks and powers of the Steering Committee. At the same time, it is the focal point for providing information, data, and research documents on the Project to serve the work of the Steering Committee and legal regulations.
The Advisory Group is responsible for assisting the Steering Committee in assessing the suitability and recommending solutions during the development of the Project; monitoring and evaluating the progress and results of the development and implementation of the Project. During the implementation of the tasks, the Advisory Group is allowed to work with consultants and experts; and is required to provide information and data from relevant agencies for synthesis and reporting to the Steering Committee.
Previously, in early October, based on the proposal of the Ministry of Transport, the Prime Minister decided to establish a Steering Committee to develop a Project on investment policy for high-speed railway on the North-South axis and important national railway projects, with Deputy Prime Minister Tran Hong Ha as Head of the Committee.
