An Giang Develops 4 Border Gate Urban Areas in a Smart, Green, and Sustainable Direction

According to the planning approved by the Prime Minister, An Giang province has only 4 border economic zones: Ha Tien, Tinh Bien, Khanh Binh, Vinh Xuong. The Ministry of Construction believes that the urban areas of border economic zones should be planned according to the urban and rural development planning associated with administrative units, towards green, smart and sustainable urban areas.

Forming urban areas, residential areas, and concentrated commercial areas along the Ha Tien border

Ha Tien Border Gate Economic Zone was established by the Prime Minister in Decision No. 21/2020/QD-TTg, with an area of 1,600 hectares. Ha Tien Border Gate Economic Zone is organized into 7 functional areas including: duty-free zone, international border gate area, tourist area, administrative area, residential area, industrial area and other functional areas.

Ha Tien Border Gate Economic Zone will bring about the expectation of socio -economic development of the province in general and Ha Tien in particular. That is, Ha Tien will become a gateway for trade of goods and tourism by road between Vietnam and Cambodia in particular and countries in the ASEAN region in general; at the same time, it will be a gateway for transit of goods and tourists by sea from mainland provinces in the country to Phu Quoc Island and vice versa, contributing to the development of the coastal economic corridor in the southern region.

Exploiting the advantages and potentials of the locality to develop tourism in the direction of linking with regions in the province and the region, expanding international cooperation in tourism; mobilizing the participation of many enterprises to develop trade - services, industrial production and perfecting infrastructure in border and border areas. Creating a breakthrough in economic development, increasing budget revenue for the locality.

Create a favorable environment to attract investment; develop science and technology; cooperate in joint ventures and transfer technology with domestic and foreign enterprises to accelerate the industrialization and modernization of agriculture and rural areas in border areas... Create a new position to strengthen friendly relations and cooperation with countries in the region, promote trade activities, expand import-export markets, temporary import and re-export, transport of transit goods, contributing to increasing the import-export turnover of Ha Tien and An Giang province.

Accordingly, urban areas, residential areas, and concentrated commercial areas will be formed along the border, in the direction of developing smart, green, and sustainable urban areas with modern technical infrastructure. Promoting the development of tourism, trade - services, and industrial production will bring many job opportunities and income for workers not only in the border gate area but also in neighboring areas, gradually improving people's lives, contributing to hunger eradication and poverty reduction.

When Ha Tien Border Gate Economic Zone is established, it will bring many benefits to people and businesses, such as being given priority to focus on allocating capital sources to invest in building and developing technical infrastructure systems such as transportation, electricity supply, water supply, drainage, telecommunications, etc., creating an increasingly spacious and modern appearance for the border area. People will have access to more convenient services, and travel and circulation of goods will be more convenient. Creating more favorable conditions for implementing socialization in the fields of: Health, Education, Culture, Sports, Tourism, Urban ...

3 An Giang border gate economic zones (old) form green and smart urban areas.

According to Decision No. 456/QD-TTg, dated March 22, 2016 of the Prime Minister approving the An Giang border gate economic zone (old) of about 30,734 hectares; of which, Tinh Bien border gate area is about 10,079 hectares; Khanh Binh border gate area is about 8,131 hectares; Vinh Xuong border gate area is about 12,524 hectares.

Recently, the Inter-sectoral Appraisal Council has organized an appraisal of the task of Adjusting the Master Plan for the construction of An Giang Border Gate Economic Zone, An Giang Province until 2045. Deputy Minister of Construction Nguyen Tuong Van, Chairman of the Council, chaired the appraisal conference and requested An Giang province to study and simultaneously implement the An Giang Border Gate Economic Zone Plan and the Provincial Plan after the administrative unit arrangement, to ensure the consistency of the plans.

According to the draft, the scope of the study to adjust the Master Plan for the construction of An Giang Border Gate Economic Zone, An Giang Province until 2045 remains the same. However, due to changes in the administrative boundaries of some communes and wards such as An Nong Commune (Tinh Bien Town), Long An Commune (Tan Chau Town) and Nhon Hoi Commune (An Phu District), the approved border gate economic zone boundary and the border gate economic zone boundary according to the Provincial Planning are adjusted to ensure consistency between the plans. The scale of the planning adjustment is determined according to Decision No. 456/QD-TTg and according to the An Giang Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1369/QD-TTg dated November 15, 2023 (with changes in commune-level administrative boundaries). Accordingly, the An Giang Border Gate Economic Zone (old) is about 30,734ha; In which, Tinh Bien border gate area is about 10,079 ha; Khanh Binh border gate area is about 8,131 ha; Vinh Xuong border gate area is about 12,524 ha.

The planning of An Giang Border Gate Economic Zone is a multi-sector, multi-sector economic zone including: industry - trade - services - tourism - urban and agriculture, forestry, fishery associated with border gate areas; the driving force for economic development, border urban areas for the entire Northwest region of An Giang province. At the same time, it is an important traffic hub, a center for economic exchange and development between the countries of the Mekong sub-region, especially with Cambodia. This is also an area for green - smart urban development and sustainable, unique rural areas; has an important position in terms of national defense - security. The population forecast within the planning area by 2030 is about 335,000 people (of which the official population is about 260,000 people), by 2045 about 435,000 people (of which the official population is about 295,000 people). The total land area for construction of functional areas of the economic zone is about 8,000-10,000 hectares.
