In 2025, the 80th anniversary of the National Day of the Socialist Republic of Vietnam and the 80th anniversary of the establishment of the Vietnamese Diplomatic Service, I would like to send my warm congratulations on this important and meaningful occasion. Over the past 80 years, the Vietnamese Diplomatic Service has always maintained the spirit of independence and self-reliance, with extraordinary intelligence and patient will, comprehensively promoting the Party's foreign affairs, state diplomacy and people's diplomacy.

Through the glorious journey from the struggle for national liberation and reunification to innovation, openness and international integration, diplomacy has made important contributions to the cause of the Party and State of Vietnam, contributing significantly to promoting peace and stability in the world.
The great 80-year journey of the Vietnamese Diplomatic Service is a splendid picture showing Vietnam's deep integration and common development with the world. To date, Vietnam has established diplomatic relations with 194 countries, has strategic partnerships and comprehensive partnerships with 38 countries, and has become an important member of more than 70 international and regional organizations. These figures clearly show that Vietnam is an active member, a reliable partner and a responsible member of the international community.
China and Vietnam are both socialist countries under the leadership of the Communist Party. The two countries always help each other, move side by side in the process of finding a path to socialism suitable to each country's situation and promoting national modernization.
Through long-term practical exploration and in-depth exchanges, China and Vietnam have gradually formed a highly compatible diplomatic line, which not only laid a solid foundation for the healthy and sustainable development of bilateral relations, but also contributed “Asian wisdom” to the construction of a new type of international relations.
Resolutely upholding the people as the source of common strength of China and Vietnam. The people are the creators of history and the fundamental force that determines the future and destiny of the Party and the State. Considering the overall development process and great achievements of China and Vietnam, the fundamental reason why the diplomatic career of the two countries can overcome the fire of revolution and be full of vigorous vitality in the new era is that they have always been close to the people, held the people in their hearts and brought benefits to the people.
It is also because of the support and assistance of the people of the two countries that China and Vietnam can always move forward side by side, forming a special friendship of "both comrades and brothers", becoming a model of solidarity and cooperation between socialist countries.
Firmly upholding independence and self-reliance is a common distinctive tradition of China and Vietnam. The independent and self-reliant diplomatic policy is a profound summary of China and Vietnam's 100-year journey of striving, and is an inevitable choice after making an accurate judgment on historical conditions and development trends. Both countries have suffered under colonialism and cherish their hard-won national independence.
From the very beginning, China has adhered to an independent and self-reliant foreign policy of peace, advocating the basic rules of international relations with the five principles of peaceful coexistence as the core. Vietnam has also always steadfastly defended national independence, properly handled national and international interests, and always maintained strategic resilience in a volatile international situation.

Upholding fairness and justice is the common responsibility of China and Vietnam in the era. Fairness and justice are the goals pursued by people of all countries in the world, and are also the common responsibility of China and Vietnam as responsible countries.
As important developing countries in the Asia-Pacific, emerging market economies and members of the global South, both countries firmly uphold the international system with the United Nations at its core and the international order with international law as its foundation, advocate multipolarization of an equal and orderly world and economic globalization that brings about common and inclusive benefits; oppose unilateralism and protectionism in all forms, making important contributions to building a new type of international relations and promoting the building of a community with a shared future for mankind.
Adhering to mutual benefit and win-win is the common value that China and Vietnam pursue. History has repeatedly proven that opening up and cooperation has become a trend, and mutual benefit and win-win is the common aspiration of all people. China and Vietnam both persist in opening up to the outside world, both regard each other's development as an important opportunity for their own development, promote deep connection between the two sides' development strategies, and actively integrate into the global economic system.
Currently, China and Vietnam are constantly creating new opportunities for the world's development with new modernization achievements. China's contribution to global economic growth has remained at about 30% for a long time. Vietnam is always in the top 20 countries attracting the most foreign direct investment in the world. The two large markets of China and Vietnam have become fertile ground for the development of businesses in various countries.
Looking back to the past to know the future, following the right path to move forward. At present, the unprecedented changes in the world in a century are taking place rapidly, with many challenges and risks intertwined. China and Vietnam, as a community with a shared future of strategic significance, need to not forget their original aspirations, remember their missions, draw wisdom from the rich diplomatic practices of the two countries, use common ideals to respond to global challenges, use mutually beneficial cooperation to solve contemporary issues, join hands to write a new chapter in building a strategic China-Vietnam Community of Shared Future, and make new and greater contributions to promoting the building of a Community with a Shared Future for Humanity.
