
The program was chaired by the Ho Chi Minh Communist Youth Union of Hanoi City, and was implemented on August 27 and 30, and officially on September 2. Each location had 20-30 volunteers participating in traffic flow, guidance, environmental sanitation, and distributing food and drinks to people.

Previously, the Hanoi People's Committee decided to exempt trains and buses from service fees for four days, from August 30 to September 2, to celebrate the 80th anniversary of National Day. This policy aims to facilitate travel to historical sites, participate in celebratory events, and contribute to reducing congestion and pollution. The two urban railway lines Cat Linh - Ha Dong, Nhon - Cau Giay and 128 subsidized bus routes will be exempt from all one-way ticket fees. Passengers will still be issued tickets at the face value of the route but do not have to pay.
To serve the travel needs, the train lines will increase their operating hours. On August 21, 24, 27 and 29, trains will run from 5:30 a.m. to 12 a.m.; on August 30, from 5:00 a.m. to 10 p.m.; and on September 1, from 5:30 a.m. to 12 a.m. On September 2, trains will run continuously from 12 p.m. to 10 p.m., with a 6-minute interval between trips during rush hours and 10 minutes between trips during normal hours, with only an 80-minute stop for technical services. For personal vehicles, the city will assign communes and wards to arrange agency headquarters, educational institutions, and stadiums as parking lots.
The city also arranged shelters from the rain and sun and free buses to take people, especially the elderly, from other localities to Hanoi to attend the ceremony. On the streets where the parade passes, the authorities will ensure security and order, giving priority to veterans, the elderly, women and children.
On August 27, the preliminary rehearsal was held and on August 30, the general rehearsal, before the official celebration, parade, and march were held at 6:30 a.m. on September 2 in Hanoi.
