Request to end the situation of only patients in required areas using air conditioning

According to the request of Vietnam Social Security, medical examination and treatment facilities must not allow rooms and departments with air conditioning to be broken or unusable, forcing patients to request treatment in the requested area.

The proposal was made after the agency recently received a number of comments reflecting that the examination area and inpatient treatment rooms at some health insurance medical facilities do not have air conditioning or have it but it cannot be used during hot weather, affecting the rights and health of patients.

According to Vietnam Social Security, bed costs are currently paid by the health insurance fund according to regulations. In 2024 alone, the health insurance fund will pay bed costs accounting for 24.8% of the total cost of inpatient health insurance examination and treatment.

To overcome this, Vietnam Social Security requires social insurance agencies in the regions to report to the provincial People's Committee to direct the health department and health insurance medical facilities to ensure the rights of the people.

Specifically, the documents need to clearly state that the price of medical examination and treatment services, health insurance services (medical examination, hospital beds and technical services) includes the costs of ensuring medical examination and treatment. This includes full calculation of electricity costs, maintenance of air conditioning in examination areas, inpatient treatment rooms, procedure rooms, operating rooms, etc.

Circulars of the Ministry of Health also guide the use of funds equivalent to the cost of equipment maintenance and repair, and purchase of replacement tools and instruments included in the price of medical examination services and treatment bed days.

For example, special-class hospitals (e.g. Bach Mai, Viet Duc, Central Military Hospital 108, Cho Ray, Central Hue, Central Thai Nguyen ), class I (usually former provincial/central hospitals), class II are calculated equivalent to 5% of the price; and class III, class IV, and unclassified hospitals are equivalent to 3% of the price. Funds for repairing, upgrading, expanding examination areas, treatment departments, or purchasing additional, replacing air conditioners, fans, heating lamps, etc.

Social insurance agencies of responsible areas request health insurance medical examination and treatment facilities to strengthen heat protection for patients, ensuring cool examination and inpatient treatment areas.

"Do not allow a situation where only on-demand medical examination and treatment areas and on-demand treatment rooms use air conditioning, or where departments and patient rooms have air conditioning but it is broken or unusable, forcing patients to request treatment at on-demand medical examination and treatment areas or on-demand treatment rooms," Vietnam Social Security stated.

In case of detecting a place that does not ensure heat protection, affecting the health of patients, it is necessary to promptly report to the Provincial People's Committee for solutions and directions to have solutions to prevent heat and avoid the situation where only the medical examination and treatment areas upon request and treatment rooms upon request are equipped with air conditioners and fans.

The leader of the Department of Medical Examination and Treatment Management (Ministry of Health) said on June 3 that in order to strengthen heat prevention and control to proactively protect the health of patients and medical staff, the agency has issued an official dispatch requesting medical facilities to urgently increase ventilation in areas with a large number of patients, such as waiting rooms and hallways, and to install additional canopies on walkways between buildings and in outdoor areas with a large concentration of patients' relatives.

For treatment departments, patient rooms, administrative rooms, etc., the Ministry of Health requires hospitals to add ceiling fans, wall fans, steam fans, and industrial fans in corridors where necessary.

"Proactively mobilize resources to install air conditioners within the hospital's capacity," the Ministry of Health agency requested.
