
On the morning of June 24, the Legal Committee of the Provincial People's Council worked with the Department of Finance to review the submission and draft resolution regulating policies to support travel and working conditions for cadres, civil servants, public employees and workers in agencies and organizations in Hai Duong province to work at the administrative center of Hai Phong city after the reorganization.
According to the proposal, the subjects receiving support are cadres, civil servants, and public employees within the payroll quota assigned by competent authorities and receiving salaries from the state budget; people working under labor contracts for certain types of jobs in agencies, organizations, and public service units of the Party, People's Council, People's Committee, Vietnam Fatherland Front, socio- political organizations and associations assigned by the Party and the State according to the provisions of labor law before January 15, 2019, and people working under labor contracts are subject to policies like civil servants.
The supported cases are those on the list of people moving to work at the Hai Phong City Administrative Center in the period from the time of arrangement to December 31, 2025. The support is implemented monthly; this support is not used to calculate social insurance, health insurance, unemployment insurance contributions and is not used as a basis for calculating other regimes and allowances. In case cadres, civil servants, public employees and workers have a working time at the new administrative center of 14 days or more in a month, it is counted as one month.

The support level is 5.1 million VND/person/month, of which travel expenses are more than 2.3 million VND, living expenses are more than 2.7 million VND (rounded to 5.1 million VND). The funding for policy implementation comes from the provincial budget.
After receiving support funds from the competent authority, the head of the agency, organization, or unit (account holder) is responsible for paying the support money into the bank deposit accounts of cadres, civil servants, public employees, and workers.
The leaders of the Provincial People's Council and the Legal Committee of the Provincial People's Council agreed with the content of the draft report and the policy to support travel and working conditions for officials, civil servants, public employees and workers in agencies and organizations in Hai Duong province to work at the administrative center of Hai Phong city after the reorganization. The Department of Finance is requested to receive the opinions of the delegates to advise the Provincial People's Committee to complete the report to the Provincial People's Council.
It is known that on June 18, Hai Phong City People's Committee also issued a document agreeing to the development of a resolution deciding on the above support policy.
On the same morning, the Legal Committee of the Provincial People's Council worked with the Provincial Police to review the report on crime prevention and control, ensuring traffic order and safety in the first 6 months of 2025, key tasks in the last 6 months of the year; worked with the Provincial Inspectorate to review the report on the results of citizen reception, handling of complaints and denunciations, and anti-corruption and negativity work in the first 6 months of 2025, and directions and tasks in the last 6 months of the year.
The reports and proposals will be considered and resolved at the 32nd Session of the 17th Provincial People's Council, scheduled to be held on the morning of June 26.
Transferring capital to focus on building 16 classrooms at Tan Binh Secondary School (Hai Duong City)

On the same morning, the Culture - Social Committee of the Provincial People's Council worked with the Department of Education and Training to review the submission and draft resolution amending the Appendix attached to Resolution No. 64/NQ-HDND dated November 6, 2023 of the Provincial People's Council to support funding for the construction of insufficient classrooms at public preschools, primary schools, and secondary schools in the province for the period 2023 - 2025.
After discussion, the leaders of the Provincial People's Council and members of the Provincial People's Council's Culture and Social Committee agreed with the proposal of the Department of Education and Training on transferring capital to build 6 classrooms of Hai Tan Secondary School to focus on building 16 classrooms of Tan Binh Secondary School (in Hai Duong City) to strengthen facilities to meet the new general education program.
The reason for the proposed transfer is that Hai Tan Secondary School does not have land for construction. Through the survey of the current status, the geology and foundation of the existing 2-storey classroom building do not meet the requirements for a 4-storey classroom building (the plan is to raise the 3rd and 4th floors). Meanwhile, Tan Binh Secondary School is still short of 16 classrooms. Currently, the school has a detailed plan. The City's Basic Construction Investment Project Management Board is organizing and implementing the project to build a 4-storey, 16-room classroom building at the school.
At the meeting, the leaders of the Department of Health reported on the proposal and draft resolution of the Provincial People's Council on financial support to attract 72 university doctors and pharmacists recruited to work at district health centers and commune health stations in 2023 and 2024. Basically agreeing with the proposal, the leaders of the Provincial People's Council said that this is an individual resolution, so the Department of Health needs to continue to carefully review and complete the proposal to ensure that it is in accordance with the policy, and that the right and sufficient beneficiaries of the support policy are included...
The above reports and submissions will also be considered and resolved at the 32nd Session of the 17th Provincial People's Council, scheduled to be held on the morning of June 26.
