Muong Lai commune, Luc Yen district has 3 large irrigation works: Tu Hieu lake, Roong Deng lake, Tang An lake. In recent years, these works have been invested in by the State to repair and upgrade, ensuring irrigation for more than 200 hectares of double-crop rice, vegetables... and hundreds of hectares of agricultural land for some neighboring communes such as Vinh Lac, Minh Tien... To effectively manage and use these irrigation works, the commune has established teams to manage, operate and protect the works, regularly inspect and clean mud on the canals to ensure a smooth water source. In particular, during the rainy season, the People's Committee of the commune regularly organizes inspection teams to evaluate irrigation works; develop plans, mobilize people in villages to participate in overcoming and repairing weak points, landslides within the capacity and economic conditions of the locality...

According to statistics, Yen Bai province currently has 133 large, medium and small reservoirs. Of these, 13 large reservoirs have a capacity of 3 million m3 or more or a dam height of 15m or more; 26 medium reservoirs have a capacity of 500 thousand m3 or more or a dam height of 10-15m and 94 small reservoirs have a capacity of less than 500 thousand m3 or a dam height of less than 10m. The reservoirs are still performing the task of storing water and regulating production.

Every year, the Department of Agriculture and Environment has directed the Irrigation Department to coordinate with the Department of Agriculture and Environment of districts, towns, cities, and Tan Phu Company Limited to inspect works before, during and after the flood season; especially focusing on inspecting dams and irrigation reservoirs, visually inspecting and monitoring the current status of reservoirs to promptly detect incidents and have solutions...

Mr. Nguyen Thai Binh - Deputy Director of the Department of Agriculture and Environment said: "Before the flood season, the Department directed the Irrigation Department to coordinate with the units managing and exploiting irrigation works to review and promptly supplement disaster prevention and mitigation plans, fully prepare plans to ensure means, facilities, funding, strengthen the Command Committee for Disaster Prevention and Search and Rescue, assign tasks, assign monthly command posts; at the same time, closely monitor the weather, climate, and hydrology situation, promptly report and notify the situation of rain and floods to proactively take precautions".

Mr. Nguyen Duc Bay - Chairman of Tan Phu Company Limited shared: "To ensure the safety of the dam during the rainy season, the Company regularly inspects and reviews the status of facilities, reservoir works, headquarter, pumping stations, etc., clears the spillway of the reservoir, the headquarter area of the irrigation works, water supply pumping stations, working roads, etc. The Company pays attention to maintaining machinery and equipment, upgrading damaged, degraded, and poor quality construction items to avoid loss of life and property when natural disasters occur. During the rainy season, the Company organizes a 24/7 on-duty force, following the motto "4 on-site".

After the flood season, the Company will inspect and review all damaged works and construction items and repair damaged works and technical infrastructure, ensuring that works and machinery operate well to serve agricultural production.

In the context of climate change, natural disasters are becoming more complex and unpredictable, ensuring the safety of dams and reservoirs contributes to stabilizing water sources for production, daily life and safety of people's lives. Therefore, units and localities need to strengthen monitoring and tracking of weather developments to properly implement reservoir operation procedures and construction safety; regularly check vulnerable points, promptly reinforce, and minimize possible damage.
