Building Phu Thuy Ward into a green, civilized and modern place

The 1st Phu Thuy Ward Party Congress, term 2025 - 2030 was officially held on the afternoon of July 25.

Comrade Nguyen Hoai Anh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, gave a speech directing the Congress.

Attending the event were comrades: Nguyen Hoai Anh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Minh, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Vu Tuan Anh, Member of the Provincial Party Committee, Standing Deputy Chairman of the Provincial Party Committee's Inspection Committee; Nguyen Phu Hoang, Member of the Provincial Party Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Labor Federation, and 250 delegates representing 55 party cells under the Party Committee.

In his opening speech, Secretary of the Ward Party Committee Phan Nguyen Hoang Tan emphasized: “The Phu Thuy Ward Party Committee was established on the basis of merging the Party Committees of 3 wards: Phu Thuy, Thanh Hai, Phu Hai. The past term encountered many difficulties; however, with high political determination, the Ward Party Committees focused on leading and directing the political system in the area, achieving important results in the fields of: economy; culture - society; national defense, security and internal affairs; Party building and the political system. The Congress motto is "Solidarity - Democracy - Discipline - Innovation - Development" for the Ward Party Committee to strive to complete the targets of the new term, building the ward to meet urban civilized standards".

Comrade Nguyen Van Nghi, Deputy Secretary of the Party Committee, Chairman of the Ward People's Committee, presented a report to the congress, highlighting the achievement of many targets in 4 areas during the past term. The total state budget revenue of the ward in the period of 2020 - 2025 reached 856,788 million VND, ensuring budget expenditure of 105,647 million VND. The ward has 1,956 households borrowing policy capital, with a total outstanding debt of 97,506 billion VND, creating favorable conditions for production, business and household economic development; the poverty rate is only 52/12,645 households, accounting for 0.41%. The ward improves the quality of preschool, primary and secondary education; 3 health stations meet national health standards; 98% of people participate in health insurance; over 95% of cultural families. 100% of citizens join the army; the ward maintains political security, social order and safety. Every year, over 90% of Party organizations and Party members complete their tasks well or better; the entire Party Committee admits 181 new Party members; the Fatherland Front and socio-political organizations promote their operational roles...

Speaking at the congress, comrade Nguyen Hoai Anh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, highly appreciated the spirit of solidarity, unity and consensus of the Party committees, authorities and people of the three localities in the past, the process of merging and implementing tasks according to the new model, contributing to the achievements of the past 5 years. He noted that the congress based on potential and advantages determined key targets, effectively used local resources, especially coastal economic advantages to accelerate breakthroughs, contributing to the overall growth of the province.

The ward focuses on developing a modern urban economy, attracting investment in the fields of trade, services, tourism, and processing industry; building Phu Thuy into a green, civilized, and modern place; urban embellishment; reasonable urban development, harmoniously connecting neighboring wards.
The ward needs to coordinate with departments and branches to implement infrastructure projects in the area, support private economic development according to Resolution No. 68 of the Politburo; support innovative startups; apply science and technology to production and business.
Focus on investing in improving the quality of operations of medical, cultural, and educational facilities, the quality and efficiency of operations of the Public Administration Service Center, integrating digital transformation, enhancing the application of information technology, and serving people and businesses.

The ward Party Committee promotes the fine traditions of the large number of experienced Party members in the area; strengthens the work of building a clean and strong Party and political system. Builds a contingent of cadres and Party members with strong political will, good moral qualities, and capacity, putting the interests of the people first, meeting the requirements of the new situation. Comrade Nguyen Hoai Anh requested to perform well the military and defense tasks, maintain political security, social order and safety. Proactively grasp the situation, promptly and effectively resolve arising issues right from the grassroots, avoid being passive, surprised, and avoid forming land "hot spots".

Receiving the instructions, the delegates focused on discussing and agreeing on the targets for the next 5 years (2025-2030). The economic structure shifted towards gradually increasing the proportion of trade - services, tourism, and processing industry; annual budget revenue and the entire term met the target assigned by the province; resolving the rights of land users according to the authority reached 99%. The rate of poor households according to the poverty line for the period 2026 - 2030 was under 0.5%; mobilizing people to participate in health insurance reached 95% by the end of 2030 (compared to the population); maintaining schools meeting national standards and wards meeting national standards on health.
By 2030, the ward will basically complete the targets on digital government, digital economy and digital society. Every year, Phu Thuy ensures 100% of the target for young people to join the army. The ward focuses on effectively implementing the Project on developing data applications on population and identification for the period 2022 - 2025, with a vision to 2030; maintaining political security, social order and safety; preventing corruption and waste. In the field of Party building and the political system, Phu Thuy strives for over 90% of Party organizations and Party members to be assessed and classified as having fulfilled their tasks well or better every year; the rate of new Party members is 3 - 4% of the total number of Party members in the entire Party Committee. 100% of affiliated Party grassroots organizations and Party members are inspected and supervised. The Fatherland Front and the Ward's mass organizations have fulfilled their tasks well or better...
