In order to meet the needs of the people in the best and most convenient way, the Van Ninh Commune Public Administration Service Center has implemented the model of "One destination - many services", receiving records and quickly resolving procedures related to the fields of land, household registration, internal affairs, construction, taxes... for people and businesses. In particular, the commune has applied information technology; focused on training and improving the expertise and professionalism of officials and civil servants in receiving and resolving procedures for people and businesses. In just 1 month of operation after the commune merger (from July 1, 2025), the Commune Public Administration Service Center has received and resolved nearly 2,000 records of citizens. Through assessment, the center's operations have initially met the basic requirements of serving people and businesses. Most people who came to handle administrative procedures expressed their agreement with the changes from the new government model and the service of the staff, civil servants and public employees at the center. Mr. Hoang Cong Duc (Van Ninh commune) said: “I came to do the procedure to adjust my social pension benefits. The civil servant instructed me to open the VNeID application to present my identification papers, then after about 5 minutes, I was issued an appointment slip. Digital transformation has brought about clear results in handling administrative procedures for people.”

Responding to the emulation movement of 30 days and nights to implement "Paperless Day", "Working Week without Paper Documents" launched by the Chairman of the Provincial People's Committee, Van Ninh commune has thoroughly instructed civil servants, public employees and workers to seriously implement, strive for 100% of documents and work records to be processed online, digitally signed and issued completely online (except for confidential documents and records requesting State-level awards). At the Commune Public Administration Service Center, the locality arranged a force of union members, youth, and young civil servants to guide people to use the VNeID application, scan QR codes to look up information. Civil servants scan documents for processing on the system and give appointment slips with QR codes printed on them for people to check the progress of the settlement. Before receiving the documents, civil servants of the center check the electronic data, compare the components of the documents, if there is already electronic data, they will exploit and reuse it, citizens do not need to submit paper copies. The commune also assigned support forces, guided people to dial automatic numbers, digitize documents and submit applications online.
