Culture is the foundation, people are the center

An Giang has many ethnic communities living together with unique cultures such as Kinh, Khmer, Cham, Hoa. From the festival of National Hero Nguyen Trung Truc imbued with historical and cultural significance to the Bay Nui bull racing festival full of community spirit, from the ancient Oc Eo culture to the Ok Om Bok festival of the Khmer people, the Ramadan festival of the Cham people... all create a rich, unique "cultural symphony", full of potential and are valuable materials for the development of the cultural industry.

However, for these values to truly become development resources, the province needs to move from “preservation” to “development”. This requires a new mindset in investing in culture, not simply preserving but exploiting it properly, associated with tourism development, creating sustainable livelihoods for the people.

The draft Political Report identifies the building and promotion of traditional cultural identity associated with tourism as a strategic direction. I strongly agree with this direction. At the same time, I recommend that the province soon issue a strategy for developing cultural industries for the period 2026 - 2030, which clearly identifies advantageous industries such as: Folk arts, festivals, handicrafts, and indigenous cuisine.

In addition, the system of cultural institutions from the province to the grassroots level needs to be reviewed, invested in synchronously and effectively. The development of local cultural spaces - places to preserve memories, folk knowledge and connect the younger generation with their roots - needs to be promoted.

In the context of digital transformation, deep integration and knowledge-based economic development, the human factor must be identified as the center of all development strategies. The draft Political Report has proposed solutions to build and develop An Giang's culture and people comprehensively, in line with the trend of the times, especially forming a generation of professional farmers; skilled workers; courageous entrepreneurs, responsible intellectuals; and pioneering innovation cadres. This is the right direction and needs to be specified by action programs. I propose that the province soon implement the An Giang human resource development program until 2035, focusing on 4 main pillars: Training farmers in the direction of smart production, green agriculture, high-tech agriculture; forming a quality technical workforce to meet the requirements of industry restructuring; nurturing and developing a team of young entrepreneurs, creative startups, contributing to promoting industrialization and modernization; Building a team of exemplary cadres, civil servants and public employees with digital capacity, daring to think, daring to do, daring to take responsibility.

The province also needs to focus on training and attracting young intellectuals and talented experts, especially in key areas such as deep processing of agricultural and aquatic products, logistics, information technology and biotechnology. At the same time, it is necessary to create a lifelong learning environment and develop a learning society from the community.

Education - the key to the future

Human development is impossible without an advanced and equitable education. The draft Political Report has identified continuing to effectively implement the policy of education as the top national policy; fundamentally and comprehensively reforming education and training, improving people's knowledge and the quality of human resources, especially high-quality human resources. I highly appreciate the proposal to develop the model of "smart schools" and "digital An Giang youth". However, it is important to note that there should not be a development gap between urban and rural areas, between the plains and border and island areas. The province needs to prioritize stronger investment in education in disadvantaged areas, especially border and island communes, where children still lack access to quality education.

At the same time, it is necessary to improve the quality of the teaching staff, standardize schools, build a shared educational database and promote the movement to encourage learning and talent in the direction of digitalization. Supporting the disadvantaged in lifelong learning is also a bright spot that needs to be promoted, ensuring that no one is left behind.

Comprehensively developing culture and people is the ideological foundation and endogenous driving force for sustainable development. An Giang has all the conditions to create a breakthrough in culture, society, and education in the 2025 - 2030 term, if it properly arouses its potential and organizes synchronous implementation. I expect that, with a strategic vision and high political determination, the Provincial Party Congress for the 2025 - 2030 term will open a new development period, in which culture and people are truly the center, the driving force to bring An Giang to new heights.
