Effectively exploit and use public assets after merger to avoid loss and waste

On the afternoon of September 9, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung chaired a working session to listen to reports on the province's planning work, the arrangement of public assets, and the implementation of land and public asset management and auction.

Up to now, the Department of Finance of An Giang province has advised the Provincial People's Committee to decide to hand over public assets including houses, land, cars, fixed assets and tools to 101/102 communes, wards and special zones.

For surplus facilities that are not in use, agencies, units and localities propose to assign the Provincial Land Fund Development Center to manage, exploit and handle. Up to now, the Department of Finance has advised to assign 163/333 surplus facilities and continues to advise the remaining surplus facilities in localities to the Provincial Land Fund Development Center to manage, exploit and handle, to be completed in September 2025.

In order to avoid the situation where agencies, organizations and units arrange their offices in a scattered, fragmented manner, exceeding standards and norms, and incurring high operating and protection costs, the Department of Finance has sent an official dispatch to provincial agencies and units to determine the number of employees and the need to use offices in Long Xuyen ward, Binh Duc ward and My Thoi ward, and send the Department of Finance to advise the Provincial People's Committee to arrange and allocate offices of provincial departments, branches, sectors and organizations to ensure savings, efficiency and avoid waste.

Representative of the Department of Industry and Trade reported on the review and statistics of surplus assets after the merger of the Department of Industry and Trade and units under the Department of Industry and Trade.

Regarding the need to arrange additional headquarters of vertical agencies to ensure operations (Provincial Inspectorate, Provincial Project Management Board, Department of Construction, Oc Eo Cultural Relic Management Board, An Giang General Hospital, Oriental Medicine Association, etc.), the Department of Finance has organized meetings with agencies and units in need of arranging headquarters and agencies and localities with assets to discuss and agree on the transfer and handover of assets for management and use.

The Department of Finance advised the Provincial People's Committee to decide to transfer the assets of cars for 98/102 communes, wards and special zones to continue using. Speaking at the conclusion of the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung requested that directors of departments, branches and sectors must be responsible for properly implementing regulations on public asset management after the merger; not allowing land assets to be encroached upon or fixed assets to be lost; not allowing any assets to be left without a management entity.

Regarding housing and land facilities, the Chairman of the Provincial People's Committee requested provincial agencies and units that have not yet reported on the review after implementing the arrangement of 2-level administrative units to urgently implement in accordance with regulations, complete in September 2025 and send to the Department of Finance for monitoring and management.

At the same time, the Department of Finance advised the Provincial People's Committee to decide to transfer surplus housing and land in localities to the Provincial Land Fund Development Center for management and exploitation according to regulations.

Agencies and localities in need of working headquarters must review the standards and usage norms according to regulations, the need to arrange additional headquarters must ensure the standards and norms according to regulations, and discuss and work together with the unit owning the assets to propose suitable headquarters.
