During the working visit to Turkey, on July 23, Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense , led a delegation of the Vietnamese Ministry of National Defense to meet with Mr. Yasar Guler, Minister of National Defense of Turkey.
Also attending were Mr. Musa Heybet, Deputy Minister of Defense of Türkiye and Vietnamese Ambassador to Türkiye Dang Thi Thu Ha.
Senior Lieutenant General Hoang Xuan Chien presented a letter from Minister Phan Van Giang inviting the Turkish Minister of Defense to visit Vietnam.
Welcoming the delegation to visit and work in Türkiye, Mr. Yasar Guler, Minister of Defense of Türkiye expressed his delight at the results of cooperation between the two countries in general and the two Defense Ministries in particular in recent times.
Mr. Yasar Guler thanked the Vietnamese Ministry of National Defense for sending a high-level delegation to attend the International Defense Industry Exhibition - IDEF 2025.
Thanking the warm welcome of the leaders of the Turkish Ministry of Defense, Senior Lieutenant General Hoang Xuan Chien highly appreciated the scale of the IDEF 2025 Exhibition, the professionalism in the organization of the Turkish Ministry of Defense, Senior Lieutenant General Hoang Xuan Chien welcomed Turkish defense enterprises and industrial establishments to participate in displaying products at the Vietnam International Defense Exhibition scheduled to be held at the end of 2026.
Senior Lieutenant General Hoang Xuan Chien emphasized that after the official visit to Türkiye by Vietnamese Prime Minister Pham Minh Chinh (November 2023), the relationship between the two countries has increasingly developed well, creating a solid foundation to bring bilateral defense cooperation to a new level.
On this occasion, Senior Lieutenant General Hoang Xuan Chien presented a letter from General Phan Van Giang - Minister of National Defense of Vietnam inviting Mr. Yasar Guler, Minister of National Defense of Türkiye to visit Vietnam in the near future, and affirmed that the decision of the two countries' Ministries of National Defense to send permanent Defense Attaches to each country will contribute to promoting the defense cooperation between the two countries to become more practical and in-depth.
Vietnam is ready to create all favorable conditions for Türkiye to deploy a Defense Attaché Office in Vietnam as soon as possible.
Vietnam is very interested in international cooperation in the field of defense industry. The Government and the Ministry of National Defense of Vietnam always create conditions to enhance international exchanges and cooperation in the field of defense industry according to the principles of equality, mutual benefit, respect for Vietnamese law and other international commitments.
Senior Lieutenant General Hoang Xuan Chien suggested that the two sides study and strengthen cooperation in the following areas: delegation exchange, training, overcoming the consequences of post-war bombs and mines, defense industry; promoting cooperation in UN peacekeeping, cyber security, and responding to non-traditional challenges...

Sharing the content that Senior Lieutenant General Hoang Xuan Chien just mentioned, Turkish Defense Minister Yasar Guler wishes to strengthen bilateral defense cooperation with Vietnam, is ready to promote delegation exchanges at all levels, human resource training, defense industry, naval and army cooperation, etc.
Regarding defense industry cooperation, Türkiye is ready to cooperate with Vietnam, in accordance with the needs and capabilities of each side.
On the same day, Deputy Minister Hoang Xuan Chien and Mr. Musa Heybet, Deputy Minister of Defense of Türkiye signed the Agreement between the Ministry of Defense of the Socialist Republic of Vietnam and the Ministry of Defense of the Republic of Turkey on defense cooperation.
The signing of the Agreement on Defense Cooperation between the two countries marks an important development in the defense cooperation relationship between the two countries, creating a corridor and framework to promote defense cooperation in exchanging delegations at all levels, sharing strategic issues of mutual concern, training, defense industry, United Nations peacekeeping and other areas as agreed by both sides, actively contributing to strengthening the Vietnam - Turkey relationship, in which defense cooperation is increasingly becoming more substantive and effective.
