Deploying electronic medical records is an important first step for digital transformation in the healthcare industry, optimizing the medical examination and treatment process.
To promote the implementation of electronic medical records in accordance with the roadmap of Plan No. 4087/KH-TCHCKT dated July 15, 2025 of the General Department of Logistics and Technology, the Institute has directed departments and divisions to proactively overcome all difficulties, focus on leadership and direction; mobilize all resources to implement on time according to the set plan, meet the regulations of the Ministry of Health ; promptly resolve problems and issues arising during the implementation of the Plan.
Organize synchronous, unified, long-term implementation, effectively promote existing technical infrastructure at the unit; comply with regulations on security, information safety, protection of state secrets, and military secrets.

The Institute initially invested in purchasing and upgrading information technology infrastructure, installing additional workstations in departments and rooms, and adding storage equipment to ensure storage time according to regulations of the Ministry of Health.
Deploying and upgrading the HIS hospital management software system, basically meeting the requirements for hospital management, data sharing and payment and settlement with the Social Insurance agency; the PACS system has been put into use, ensuring the storage of medical images without printing films; the two-way LIS-HIS connection testing system at the testing department ensures the connection of paraclinical data. In addition, the Institute has coordinated with the software supplier to complete the electronic medical record features.


At the Conference, the Military Institute of Radiation Medicine and Oncology reported to the Professional Council on the process of preparation, training and putting into use the software system and information technology infrastructure to serve medical examination and treatment. The Council inspected the actual information technology infrastructure and systems (HIS, LIS, PACS, EMR...) at the departments and divisions in the Institute, and evaluated the application of electronic medical records in medical management and treatment.
Based on the actual inspection, the Professional Council decided to advise the Military Institute of Radiological Medicine and Oncology on the use and storage of electronic medical records instead of paper medical records, as a basis for the Institute to propose the Ministry of Health to publish electronic medical records at the Military Institute of Radiological Medicine and Oncology according to the provisions of law.




The appraisal council has evaluated, discussed and commented on the electronic medical record software at the Military Institute of Radiation Medicine and Oncology. The appraisal council has evaluated the results of the implementation of the Institute's electronic medical records as satisfactory. However, the Institute needs to absorb the comments and promptly complete the information technology system and records according to regulations, contributing to improving the quality of medical examination and treatment as well as patient record management.
