On August 29, in Hanoi, the Military Clinical Embryology Institute (Military Medical Academy) organized an assessment and evaluation of the conditions for using and storing electronic medical records instead of paper medical records, storing and transmitting medical images instead of printing films, and storing test information instead of printing paper at the hospital.
The appraisal council has 9 members including: Major General, Associate Professor, Doctor Vu Nhat Dinh, Deputy Director of the Military Medical Academy, Chairman of the Council; members: Colonel, Associate Professor, Doctor Nguyen Trung Kien, Head of Treatment Department, Military Medical Department; Colonel, Associate Professor, Doctor Nguyen Minh Phuong, Head of Military Science Department, Military Medical Academy; Master Tran Van Tuyen, expert of the Department of Science, Technology and Training ( Ministry of Health ); Lieutenant Colonel, Master Hoang Anh Tuan, Head of Information Technology Department, Office of the Military Medical Academy; Lieutenant Colonel, Specialist Doctor II Pham Xuan Quang, Deputy Head of General Planning Department, Military Hospital 103, Military Medical Academy and members of the Hospital's Council.
Reporting on the results of building electronic medical records, Colonel, Associate Professor, Doctor Trinh The Son, Director of the Military Clinical Embryology Institute, said that in recent times, the Military Clinical Embryology Institute has built infrastructure, upgraded information technology equipment, built software systems HIS (hospital information system), LIS (test information management system), PACS (image archiving and transmission system) to ensure quality, efficiency, reliability, information security, and electronic medical records reaching level 6 and improving according to regulations.
The Institute has completed the information connection between HIS, LIS, PACS, digitized the entire medical examination and treatment process, from reception, clinical indications, prescriptions to storage, sharing and confidentiality of patient information, integrating professional processes, reimbursement payments, establishing a reporting system, warning system, fully meeting the criteria set by the Ministry of Health and recording positive results in practice, initially receiving positive feedback from medical staff, patients and patients' relatives thanks to reduced waiting time and increased transparency.
The appraisal council directly surveyed the areas where electronic medical records were deployed, such as: reception area and registration kiosk for medical examination and treatment, examination room, ultrasound room, laboratory, post-procedure/surgical monitoring room, in vitro fertilization lab and server room. Thereby, the electronic medical record implementation process was evaluated according to the regulations of the Ministry of Health at the Military Clinical Embryology Institute.
Directly inspecting the IT infrastructure, professional capacity and reviewing the records, the Appraisal Council highly appreciated the strong investment in technical systems, equipment, proactively building business processes, organizing personnel training and synchronously operating HIS, LIS, PACS systems at the Military Clinical Embryology Institute. Speaking at the meeting, Major General, Associate Professor, Doctor Vu Nhat Dinh, Deputy Director of the Military Medical Academy, Chairman of the Appraisal Council affirmed: Electronic medical records are an important factor in implementing paperless hospitals, moving towards building smart hospitals, aiming to improve the quality of medical examination and treatment, control medical examination and treatment costs, and quality of medical services; are the foundation of the digital transformation process; gradually modernize services to protect, care for and improve the health of soldiers and people, helping patients easily access and use high-quality medical services.
The Deputy Director of the Military Medical Academy requested the Military Clinical Embryology Institute to continue to complete more complete and detailed regulations and rules, upgrade and supplement equipment and software to better serve the official implementation of electronic medical records, moving towards the implementation of a "Paperless Hospital".
Through evaluation, the Appraisal Council voted and agreed that the Military Clinical Embryology Institute is qualified to deploy electronic medical records.
