- On the afternoon of September 4, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee chaired a thematic meeting to review the draft Decision of the Provincial People's Committee promulgating Regulations on the mechanism for monitoring, evaluating, and testing quality and regulations for inspecting and accepting public products and services in the field of land management.

Leaders of the Department of Agriculture and Environment spoke at the meeting

At the meeting, the leaders of the Department of Agriculture and Environment presented the draft Decision of the Provincial People's Committee promulgating the Regulation on the mechanism for monitoring, evaluating, testing quality and regulations for inspecting and accepting public products and services in the field of land management. Accordingly, the draft Regulation has 4 chapters and 22 articles regulating the mechanism for monitoring, evaluating, testing quality and regulations for inspecting and accepting public products and services in the field of land management in Lang Son province under programs, projects, technical designs - estimates, task plans, land management tasks or tasks with land management items.

This regulation applies to subjects that are state management agencies; investors, organizations and individuals implementing programs, projects, technical designs-estimates, task plans, land management tasks or tasks with land management items; organizations and individuals participating in activities related to monitoring, evaluating, inspecting, testing, appraising and accepting works, products and public services in the field of land management in Lang Son province.

Delegates attending the meeting

At the meeting, delegates discussed a number of contents related to the list of public services in the form of assigning tasks or placing orders for bidding; clarifying the mechanism for monitoring, evaluating, inspecting quality, and accepting; establishing an Appraisal Council and human resources to meet the implementation of tasks; clarifying the authority to issue Decisions of the Provincial People's Committee according to the provisions of Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government regulating the assignment of tasks, placing orders or bidding for the provision of public products and services using the state budget from regular expenditure sources, amended in Clause 2, Article 3 of Decree No. 111/2025/ND-CP dated May 22, 2025 of the Government amending and supplementing a number of articles of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government regulating the financial autonomy mechanism of public service units.

Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.

In his concluding remarks, the Vice Chairman of the Provincial People's Committee said that the decision-making in accordance with legal documents has not been ensured in accordance with the regulations on promulgation authority; on the other hand, the contents in the draft regulations are basically specialized instructions, there are no additional regulations or new regulations for promulgating regulations. Therefore, it is agreed that the decision should not be issued in the form of legal documents.

The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to review and issue industry guidelines related to the implementation of the provisions; at the same time, coordinate with relevant agencies and units to review and carefully study the provisions. If there is sufficient legal basis, they will continue to submit to the Provincial People's Committee for consideration and promulgation in the form of legal documents.
