Speaking at the workshop, Deputy Minister of Health Tran Van Thuan emphasized that organizing a medical practice licensing exam is a strategic innovation, stipulated in the Law on Medical Examination and Treatment (amended) 2023. This is part of the roadmap to standardize medical human resources, improve the quality of the medical team, and ensure international integration in the medical field.
This workshop marks an important turning point, opening a new phase in training and quality control of medical staff. Instead of relying solely on diplomas and administrative procedures as before, future medical staff will have to undergo a rigorous, objective and transparent system of assessment of practical capacity and professional ethics.
"The medical staff, especially doctors, are not only the pillars of the health system but also the decisive factor in the quality of health care for the people," Deputy Minister Tran Van Thuan affirmed.

According to the Deputy Minister, the National Medical Council - an independent agency established by the Prime Minister - has been building the necessary foundations for organizing the examination to assess the capacity to practice medical examination and treatment, such as: perfecting the organizational structure and personnel of the National Medical Council, the Office of the National Medical Council and professional boards; planning to develop and promulgate a set of tools to assess the capacity to practice medical examination and treatment; developing a procedure for organizing the examination to assess the capacity to practice medical examination and treatment before requesting a license to practice and, in particular, expanding international cooperation to absorb organizational models from advanced countries.
The Deputy Minister of Health highly appreciated the companionship of higher education institutions, vocational education institutions and practical training facilities in the health sector; and international organizations in this challenging innovation journey.
“The medical examination and treatment competency assessment is not just a final skills test, but an extension of the competency-based medical training process, requiring a close connection between the health system, disease models and people's health care needs. This is a systemic change, requiring consensus and active participation of all stakeholders from training institutions, practice facilities, management agencies to learners themselves,” emphasized Deputy Minister of Health Tran Van Thuan.
At the same time, it affirmed that in the coming time, the National Medical Council will continue to work with a scientific and fair spirit, promoting international cooperation to build a standardized and transparent medical practice capacity assessment system, contributing to enhancing the reputation of the Vietnamese medical sector in the international arena.
At the workshop, Prof. Dr. Tran Diep Tuan, Chairman of the Council of Ho Chi Minh City University of Medicine and Pharmacy, commented that the workshop marked a particularly meaningful first step in the roadmap for comprehensive innovation of the medical practice management system in Vietnam - that is, preparing to organize the first national medical practice certificate exam in our country, in accordance with the provisions of the Law on Medical Examination and Treatment (amended), effective from January 1, 2024.

The workshop included 1 opening session, 3 thematic discussion sessions and 1 in-depth discussion session with the participation of experts from the Korea Health Human Resources Examination Institute (KHPLEI), Yonsei University; representatives of the Ministry of Health, Ministry of Education and Training, medical training schools... to share, support and accompany Vietnam in the process of building the foundation for the first national medical practice licensing exam in Vietnam, expected to be held in 2027.
