From July 1, 2025, the State will cover the entire cost of purchasing health insurance cards for 4 new groups. The expansion of the supported groups this time shows that the social security system is increasingly being cared for and expanded.

Specifically, four new groups have 100% of their health insurance premiums paid by the state budget, including:

Standing militia

People aged 75 and over who are receiving monthly pensions and people aged 70 to under 75 who are in near-poor households who are also receiving pensions.

People who are receiving monthly social pension benefits according to the provisions of the law on social insurance.

Employees who are not eligible for pension and are not old enough to receive social pension benefits but are still receiving monthly benefits.

Thus, up to this point, there are a total of 20 groups whose health insurance premiums are fully paid by the State.

The expansion of the group granted free health insurance cards represents a step forward in policy, ensuring that all people, especially vulnerable groups, have the opportunity to access adequate, timely and sustainable health services.

16 groups whose health insurance premiums were previously fully paid by the State will still be maintained as prescribed, including armed forces and students in the police and military sectors; meritorious people and their relatives; National Assembly deputies, People's Council deputies; children under 6 years old; people from poor households and disadvantaged areas...

Experts also assess that expanding the group supported by 100% of health insurance contributions is not only a pure social security policy but also an investment for the future.

When people, especially the disadvantaged, can access health services early, remotely, and from the grassroots level, the burden of disease, treatment costs, and pressure on the entire health system will be reduced.

This is a strong step demonstrating the consistent commitment of the Party and State in building a comprehensive, effective and equitable social security system.

According to the report of Vietnam Social Security, currently 94.2% of the population participates in health insurance. By 2030, the rate of health insurance participation will reach over 95% of the population; over 95% of people using primary care services at grassroots health facilities will be covered by health insurance.
