North Korean leader Kim Jong-un chaired a plenary session of the Workers' Party of Korea, outlining domestic and foreign policies.

The Korean Central News Agency (KCNA) reported on December 29 that at the 11th plenary session of the 8th Central Committee of the Workers' Party of Korea, Pyongyang proposed the "strongest" response strategy against the US to protect national security and interests, but did not provide details.

According to North Korean media, the meeting emphasized that the three-way alliance between the United States, South Korea, and Japan has expanded into a “nuclear military bloc.” “The actual situation clearly shows which direction the DPRK should take, what it should do, and how it should do it,” KCNA quoted the meeting as saying. Kim Jong-un ordered the improvement of combat tactics to meet the requirements of modern warfare, and instructed the army to continue to strengthen its combat capabilities.

North Korean leader Kim Jong-un chairs a meeting of the Workers' Party of Korea, as announced on December 29.

The Workers' Party of Korea meeting, which took place from December 23 to 27, also reviewed plans to overcome the consequences of the floods earlier this year, including plans to evacuate people from affected areas to the capital Pyongyang. During the meeting, North Korea also appointed Pak Thae-song as prime minister , replacing his predecessor Kim Tok-hun, according to Yonhap news agency on December 29.

The Workers' Party of Korea also pledged to promote relations with friendly countries. This year, North Korea and Russia signed a Comprehensive Strategic Partnership Treaty, which includes commitments to military assistance and mutual defense. According to KCNA on December 28, leader Kim Jong-un received a New Year's letter from Russian President Vladimir Putin. In the letter, Mr. Putin emphasized that the Comprehensive Strategic Partnership Treaty has created conditions for a fundamental expansion of beneficial bilateral cooperation in all major areas. The Russian leader believes that in 2025, Moscow and Pyongyang will continue to cooperate more closely to respond to the threats and challenges of the times.

The United States and South Korea have criticized Russia's military cooperation with North Korea, accusing Pyongyang of sending thousands of troops to Russia to support Moscow in its war with Ukraine.
