Deploying many key activities to promote local innovation

In order to effectively implement innovation activities in the fourth quarter of 2025, representatives of the Departments of Science and Technology said they will focus on implementing many key activities to promote strong innovation development in the locality.

On September 12, in Hanoi, the Ministry of Science and Technology held an online conference on State management in the third quarter of 2025 with the participation of the Departments of Science and Technology of provinces and cities. The conference aimed to evaluate the results achieved in the first 9 months of 2025 of the industry; identify difficulties and challenges, and at the same time orient key tasks for the fourth quarter of 2025 and the next period.

Granting certificates to 945 science and technology enterprises

According to the report at the Conference, in the third quarter of 2025, the Ministry of Science and Technology advised the Government and the Prime Minister to issue 8 Decrees, 4 Resolutions and 6 important decisions.

The Ministry also issued 13 Circulars, notably Circular 10/2025/TT-BKHCN stipulating the functions, tasks, and powers of specialized agencies under the People's Committees at provincial and communal levels in areas under the State management of the Ministry of Science and Technology.

In addition, many fields of science and technology have achieved encouraging results, including the field of innovation.

Accordingly, the report of the Ministry of Science and Technology shows that the total value of registered technology transfer contracts (implemented by the Ministry of Science and Technology) reached 308 billion VND.

As of August 2025, 31 enterprises have been granted the Certificate of High-Tech Enterprise, 11 organizations have been granted the Certificate of High-Tech Application Activities, and one organization has been granted the Certificate of High-Tech Incubator, which is still valid. As of August 16, 2025, the whole country has 945 enterprises granted the Certificate of Science and Technology Enterprise.

The Ministry of Science and Technology has issued a framework for local innovation indexes in 2025, including 7 pillars, 16 groups of indexes and 52 component indexes; organized workshops to guide and train localities nationwide on the PII index.

In addition, the ministry organized the Forum "Future of Science and Technology, Innovation and National Digital Transformation" and announced 5 key initiatives, creating a breakthrough foundation for the development of science and technology in the new era.

In some localities such as: Ho Chi Minh City inaugurated the Center for Innovative Startups (SIHUB) building on August 23, becoming a "common home" connecting resources in the ecosystem; successfully accepting 15 pre-incubation projects and 40 incubation projects since the beginning of 2025. Or, in Ninh Binh, the international conference "Vietnam Research and Development Forum 2025" was held from July 30 to August 1, with the theme "Promoting Vietnam's future through strategic R&D investment" to enhance innovation capacity in Vietnam, contributing to sustainable development and enhancing the national position...

Removing local obstacles

In addition to the outstanding results, many localities have reported many difficulties in the implementation process. In Ha Tinh, the Department of Science and Technology said that there are no economic and technical standards to implement activities to support and promote creative startups in the form of public services.

Innovation activities have not been specified in legal documents, so there are difficulties in implementation; there is no mechanism for venture investment and risk acceptance in innovative start-up activities.

Improving the Local Innovation Index (PII) during the upcoming provincial merger implementation will be a challenge because it is difficult to compare with merged localities (because the unit of measurement for many component indices is quantity/1000 people, units...).

Lam Dong province is facing difficulties in statistics and evaluating the provincial innovation index, and does not have standard tools and data to objectively quantify results...

In order to effectively implement specific tasks in the coming time, representatives of the Departments of Science and Technology have proposed key solutions and tasks for the localities in the fourth quarter of 2025.

Specifically, the Department of Science and Technology of Bac Ninh province will advise on the development of a list of strategic, priority and key technologies of the province; Hanoi city will build and organize the operation of the Open Science and Technology Forum integrated on the Digital Capital Citizen application (iHanoi), stream and connect initiatives in the fields of science, technology and innovation, contributing to creating an environment of public exchange and multi-dimensional interaction between people, scientists, businesses and management agencies...

The Department of Science and Technology of Nghe An province will launch the Nghe An Open 2025 Creative Startup Talent Search Competition (Techfest Nghe An open 2025), develop a plan to develop the Creative Startup ecosystem for the period 2026-2030; The Department of Science and Technology of Ha Tinh province: Deploy activities to prepare for the 2025 Creative Startup Competition according to the plan of the Provincial People's Committee.

The Department of Science and Technology of Quang Tri province will advise the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 30/NQ-HDND dated August 14, 2025 of the Provincial People's Council on the application of regulations on policies to support scientific creativity and technological innovation in the province for the period 2021-2025.

The Department of Science and Technology of Da Nang city continues to implement specific policy mechanisms in the field of innovation according to Resolution 136/2024/QH15, including receiving and completing the appraisal of dossiers confirming innovative start-up activities and supporting innovative start-up activities for 34 enterprises and organizations; approving financial support for 12 enterprises and organizations to develop innovative start-up projects with a total support amount of 5 billion VND; successfully organizing the Da Nang City Innovation Start-up Festival - SURF 2025 with the theme "Policy Launchpad - Nurturing Unicorns" and the message "Da Nang - City of Innovation"...

At the Conference, representatives of the Departments of Science and Technology also said that entering the fourth quarter with a series of key tasks identified, localities will accelerate implementation, ensuring the completion of the 2025 target, while creating a premise for the new stage.

The close connection between the central and local levels, the companionship of businesses and the scientific community will be the decisive factor for science, technology, innovation and digital transformation to truly become the pillars of sustainable development of the country in the coming years.
