Flags will be flown at half-mast and no public entertainment activities will be held during the State Funeral of former President Tran Duc Luong.

Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy signed Official Dispatch No. 2281/CD-BVHTTDL on flying flags at half-mast and not organizing public entertainment activities during the State Funeral of former President Tran Duc Luong.

The telegram sent to the Heads of central departments, ministries, branches, and organizations; Chairmen of People's Committees of provinces and centrally-run cities, stated: On May 22, 2025, the Funeral Committee issued a special announcement on the state funeral of former President Tran Duc Luong.

Accordingly, to express condolences and commemorate comrade Tran Duc Luong, the Central Executive Committee of the Communist Party of Vietnam , the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam, and the Central Committee of the Vietnam Fatherland Front decided to organize a funeral for comrade with the rites of a State Funeral for 2 days (May 24 and 25, 2025).

Pursuant to Decree No. 105/2012/ND-CP dated December 17, 2012 of the Government on organizing funerals for officials, civil servants and public employees, the Ministry of Culture, Sports and Tourism proposes to organize the National Funeral within 2 days (May 24 and 25, 2025), as follows:

Regarding the flag-raising ceremony, the Ministry of Culture, Sports and Tourism requests that agencies and offices nationwide and Vietnamese representative agencies abroad fly the flag at half-mast during the National Funeral. The half-mast flag is the National Flag, with a mourning ribbon (1/10 the size of the flag's width, the length of the flag, and only fly the flag to 2/3 the height of the flagpole, using a black cloth band to tie the flag so it does not fly).

Regarding the prohibition of public entertainment activities during the National Funeral, the Ministry of Culture, Sports and Tourism requests that central ministries, branches, organizations, administrative agencies, and public service units stop, postpone, and not organize cultural and artistic activities, sports competitions, and entertainment activities during the National Funeral.

People's Committees of provinces and centrally run cities direct and guide organizations, individuals and establishments in the area to stop, postpone or not organize cultural and artistic activities, sports competitions and public entertainment activities during the National Funeral.
