To serve the activities of the new commune after the merger, the renovation of old headquarters must have a suitable plan to ensure functionality, aesthetics and avoid wasting facilities.

After the merger, the working headquarters of the Party Committee, People's Council, and People's Committee of Gia Phu commune (new) were arranged to work at the center of Gia Phu commune (old). This is a headquarters that has been planned and built quite synchronously, however, to meet the number of cadres and civil servants on the payroll nearly 3 times higher than before and the organizational structure of departments and offices has not met the requirements.

While waiting for the renovation and repair of the headquarters to suit the new function, officials and civil servants are being temporarily assigned to work at a nearby school.

Mr. Nguyen Duc Binh - Chairman of Gia Phu Commune People's Committee said: We take advantage of all the blocks of the old headquarters, and at the same time develop a repair plan, ensuring savings, efficiency, and minimizing the need for demolition.

Implementing the merger of administrative units, the headquarters of the working agencies of Phuc Khanh commune are arranged in the central area of the new commune to facilitate people to carry out administrative procedures as well as the movement of officials and civil servants.

After calculating the plan, the commune repaired the old regional polyclinic headquarters to arrange the working place of the Party Committee and repaired a redundant school building to arrange the working place of the People's Council and People's Committee of the commune.

Ms. Trinh Thi Duyen - Chairman of the People's Committee of Phuc Khanh Commune said that although the clinic and school have not been used for a long time, the quality of the construction is still quite good, so only some items need to be repaired, broken doors replaced and repainted, ensuring cost savings and immediate use.

In Phong Hai commune, to arrange the working places of the staff and civil servants of the departments, the commune has temporarily used office partitions made of new materials to divide the multi-purpose building into suitable working areas. This solution can be constructed quickly, ensures aesthetics, saves costs and is easy to dismantle and return to the original state when funding is allocated to build a new headquarters.

We prioritize funding for repairs and equipment purchases at the Public Administration Service Center to serve the people, while the offices of officials and civil servants make full use of the facilities at the former Phong Hai Farm town headquarters....

When administrative units are merged and operated under the new model, the arrangement of workplaces is an urgent requirement. Except for communes in the former district center area, where the headquarters have been built spaciously, modernly and do not need much adjustment, most of the offices located in the old communes do not have enough space or are not suitable for the new usage function.

This requires renovation, refurbishment, and even new construction to ensure an efficient, modern working environment suitable for the scale of the new apparatus.

Surveys in some localities in the province show that many headquarters have degraded, do not ensure structure; working space is narrow, lacking necessary functional areas.

After the merger of administrative units, the number of staff and workload increased, making many old headquarters unable to meet the demand. In addition, some headquarters in remote and mountainous areas lacked facilities and needed investment to renovate so that staff could work conveniently and serve the people better.

Therefore, renovating and refurbishing headquarters in these communes not only improves the efficiency of the government apparatus but also contributes to building a modern and professional local image.

According to architect Nguyen Giang Thi - Director of Lao Cai Architecture - Planning - Construction Consulting Joint Stock Company, the renovation of the headquarters needs to comply with a number of principles such as making the most of existing facilities, renovating in accordance with the function, limiting new construction, ensuring aesthetics and modernity.

Existing offices need to be carefully assessed for their actual condition, reusability and upgradeability. Utilizing old building components and limiting demolition will help save costs and time.

Renovation and refurbishment solutions must be based on the specific needs of each department, division, and unit. This not only ensures effective use but also avoids unsynchronized renovation, causing waste.

New construction should only be carried out when absolutely necessary, when the old headquarters can no longer be renovated or does not meet usage requirements.

The renovation and refurbishment of office premises in the process of streamlining the apparatus and rearranging administrative units is an important task. However, to achieve the goal of improving operational efficiency, localities need to carry out reasonable renovations, avoiding waste of resources and facilities. This is not only a management problem but also a responsibility in the effective use of public assets, towards a modern and sustainable administration.
