The road connecting the Hanoi – Hai Phong Expressway with the Cau Gie – Ninh Binh Expressway (abbreviated as the Expressway Connection Road) has a total length of 47.7km, passing through the two provinces of Hung Yen and Ha Nam . The section through Hung Yen starts at the Hanoi – Hai Phong Expressway intersection and ends at the National Highway 39 intersection (continuing the Hung Ha Bridge Project) with a total length of 23.82km. The expressway connecting road was completed and put into operation in 2019 (phase 1), with a scale of only 2 lanes, a 12m wide roadbed, and an 11m wide road surface. The route quickly became effective, reducing the load on some of Hung Yen province's main traffic routes and distributing traffic between the northern provinces to Dinh Vu Port (Hai Phong City) through Hung Yen and Ha Nam provinces, not through Hanoi as before.
In phase 2, the cross-section of the roadbed is 22.5m for normal sections (concrete median strip); for sections that overlap with urban planning: The roadbed is 24m wide with a 2m wide median strip. The road surface structure is high-grade asphalt concrete. The project has a total investment of 1,700 billion VND in phase 2, with a construction period of 20 months, with the Hung Yen Department of Transport as the investor.

The section passing through Hung Yen province is being invested in by the province, expanding the side road with a total investment of about 1,400 billion VND from the local budget. Currently, the side road has also been technically opened to traffic. According to the plan, the route will be upgraded to an expressway after 2030.
The route helps shorten travel time between Phap Van – Cau Gie Expressway and Hanoi – Hai Phong Expressway by up to 30 minutes compared to going through Yen Lenh Bridge and National Highway 39.
