Overview of the visit, research and work in China of the Lao Cai Provincial Delegation

During this working trip, the delegation visited, surveyed and conducted field research in Xinjiang Autonomous Region and Zhuhai City, Guangdong Province (China); held discussions and exchanges with relevant authorities and businesses in the localities visited. Lao Cai Newspaper summarized the delegation's working trip.

Within the framework of the working program in China, on August 16 , the delegation of Lao Cai province surveyed the Khorgos Border Gate, the General Tax-Free Zone, the International Border Cooperation Center; worked with the leaders of Khorgos city and participated in discussions and exchanges with relevant authorities and businesses of Khorgos city.

Also attending were leaders of Khorgos city, representatives of relevant units such as: Foreign Affairs, customs, tax, border guards, trade, and cooperative zone management board.

Here, Vice Chairman of Lao Cai Provincial People's Committee Nguyen Thanh Sinh provided general information about the socio -economic development situation and potentials, strengths, and goals towards "Making Lao Cai a center for economic trade connection between Vietnam and ASEAN countries with the Southwest region of China".

The Vice Chairman of Lao Cai Provincial People's Committee said that to realize this goal, Lao Cai province is taking the lead in developing a "Pilot Project for a new model of Cross-border Economic Cooperation Zone" and submitting it to competent authorities for approval in 2025.

The delegation visited Khorgos Border Gate, General Tax-Free Zone, and International Border Cooperation Center.

Vice Chairman of the Provincial People's Committee Nguyen Thanh Sinh said that the "Khorgos miracle" - a complex, multi-functional and extremely successful development model is a valuable and meaningful experience for Lao Cai province. Special attention is paid to the "4 in 1" complex operation model (experience in planning and synchronous coordination between the International Border Cooperation Center (ICBC), Special Economic Zone (SEZ), Comprehensive Tax-Free Zone, especially the Khorgos Gateway Dry Port); breakthrough solutions in logistics; special management mechanism: "Inland - outside customs" model with the principle of "one open route, two control routes", along with visa exemption policies, tax exemption for shopping; policies to attract processing industry.

The delegation was introduced to the Khorgos Border Gate, the General Tax-Free Zone, and the International Border Cooperation Center.

The Vice Chairman of the Provincial People's Committee believes that the delegation's working session will open an effective and practical information exchange channel and Lao Cai province hopes to receive support and cooperation in the coming time. Lessons from Khorgos will be a source of inspiration and practical arguments to help Lao Cai successfully build the Cross-Border Economic Cooperation Zone. Comrade Nguyen Thanh Sinh proposed to establish a regular exchange and experience sharing channel between the Khorgos Management Board and the agency in charge of building the Cooperation Zone of Lao Cai.

On August 18, the delegation surveyed the situation of building the "One Stop Inspection" model and cross-border economic cooperation; held a discussion with authorities and businesses at Hoanh Cam border gate, Guangdong province (China).

Speaking here, Vice Chairman of Lao Cai Provincial People's Committee Nguyen Thanh Sinh said that the delegation came to Hoanh Cam with deep admiration, considering it not only a developed economic zone but also a typical model of breakthrough in institutional thinking, a vivid proof that creative cooperation can create extraordinary development momentum. Therefore, the delegation wishes to share experiences, the "Dual Director" management model, the "One-line, two-line" customs reform model, the "Smart Border Gate" model, and the ecosystem to attract high value-added economic sectors.

Currently, Lao Cai province is also boldly proposing breakthrough mechanisms such as: Allowing the Provincial People's Committee to directly allocate land to strategic investors without auction; establishing a Management Board of the Cooperative Zone according to the "One-stop-shop" model, with strong decentralization and authorization; proposing the Vietnamese National Assembly to issue a separate resolution allowing the piloting of these special mechanisms.

The Vice Chairman of Lao Cai Provincial People's Committee affirmed that the success of Hoanh Cam is not only the pride of Guangdong and Macau, but also a strong source of inspiration for localities with aspirations for innovation like Lao Cai. At the same time, he proposed to establish an official cooperation mechanism between Lao Cai and Hoanh Cam, focusing on sharing experiences in policy development and operation.

On the afternoon of August 19, Deputy Chief of Hong Ha District, Yunnan Province (China) - Hua Gao Hong received Vice Chairman of Lao Cai Provincial People's Committee Nguyen Thanh Sinh and the working delegation.

Attending the reception were Ms. Dang Thuy, Deputy Secretary of the District Party Committee, Head of the People's Government of Ha Khau District; leaders of relevant departments.

At the meeting, the two sides discussed the import and export situation through Lao Cai - Hekou International Border Gate, and shared experiences in building cross-border economic zones in Khorgos and Zhuhai.

The visit, study and work in China of the Lao Cai Provincial Delegation was a great success. Through the trip, the provincial leaders hope to strengthen the cooperative relationship between Lao Cai Province and Chinese localities.

At the same time, it helps provincial agencies gain more experience in advising on developing policies related to smart border gate models, border gate economic development and cross-border trade cooperation in the coming time.
