New news about Dak Lak private school struggling for 12 years due to illegal requirements

TPO - Nguyen Binh Khiem Private Primary School has just been allowed to change its school type. For nearly 12 years, the school's leaders have been struggling because of many illegal requests from the authorities.

On July 4, Mr. Nguyen Dinh Long - Principal of Nguyen Binh Khiem Private Primary School (Buon Ma Thuot Ward, Dak Lak ) said that he has been allowed by the competent authority to convert the type of private school to the type of private school.

The new name after the conversion is Nguyen Binh Khiem Primary School. This school is a private primaryeducation institution with legal status, its own seal and account according to the provisions of law; has duties and powers to perform according to the provisions of current law.

The agency that issued the decision to allow the conversion of the type of school to Nguyen Binh Khiem Private Primary School is the People's Committee of Buon Ma Thuot City (old).

As Tien Phong reported, for nearly 12 years, Nguyen Binh Khiem Private Primary School has been struggling to apply to change its school type. Meanwhile, Clause 1, Article 9 of Circular No. 11/2009 stipulates that this procedure only takes 30 days.

Nguyen Binh Khiem Private Primary School, formerly Le Hong Phong Primary School, was established in 1992 under the management of Buon Ma Thuot City Youth Union.

In 1997, the Dak Lak Department of Education and Training appointed Mr. Nguyen Dinh Long as Principal. Also in this year, the Dak Lak Provincial People's Committee decided to lease 4,815m² of land to build the school.

The school has a total investment of more than 3.5 billion VND. Dak Lak province supports 140 million VND, the construction cost comes from the school's own capital, bank loans, and shares. The investor is the Chairman of the Board of Directors.

After the decision, Buon Ma Thuot City Youth Union assigned Principal Nguyen Dinh Long to mobilize capital to build the school and organize activities according to the regulations of the Ministry of Education and Training .

In 2001, the Ministry of Education and Training issued regulations on the organization and operation of non-public schools. According to these regulations, Nguyen Binh Khiem School was eligible to become private.

However, since 2013, the People's Committee of Buon Ma Thuot City (old) continuously requested additional conversion documents but did not agree.

By 2024, the school sued the People's Committee of Buon Ma Thuot City (old) for violating the law in not converting the type. Judgment No. 37/2025 required the People's Committee to comply with regulations.

Regarding this incident, the Dak Lak Provincial People's Committee has recently given close direction. At the same time, the province also assigned relevant departments and units to coordinate with the People's Committee of Buon Ma Thuot City (old) to completely resolve the procedures for converting the type of Nguyen Binh Khiem School.

However, the People's Committee of Buon Ma Thuot City (old) was slow to implement, so on June 21, the People's Committee of Dak Lak province issued a letter of criticism, requesting clarification of the responsibilities of related individuals and directing that if the project is not completed on time (before June 30), individuals and groups will be held responsible before the law.
