Continue to complete the draft adjustment of the target for completing social housing

According to the report of the Ministry of Construction , implementing the Project of 1 million social housing apartments, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 apartments; of which 146 projects have been completed, with a scale of 103,717 apartments; 124 projects have started construction, are being implemented with a scale of 111,622 apartments; 422 projects have been approved for investment policy, with a scale of 418,220 apartments.

Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project.

In the first 7 months of 2025 alone (as of July 15), the whole country has completed 36,962/100,275 units (reaching 37%); is investing in the construction of 111,622 units; of which the possibility of completion in 2025 is 74,021/100,275 units (reaching about 74%); has started 27 projects with a scale of 24,232 units (equivalent to 95.4% of the number of apartments started in 2024).

Localities that are likely to complete or exceed the assigned targets for 2025 include: Hai Phong City, Hue City, Hung Yen Province, Bac Ninh , Quang Ninh, Nghe An, Tay Ninh; 12 localities are likely to complete over 50% of the targets; 9 localities achieve less than 50%; 5 localities have not yet had projects started or invested in construction.

The Ministry of National Defense was assigned to start construction of 252 units, the Ministry of Public Security to start construction of 3,000 units in 2025; the Vietnam General Confederation of Labor started construction of 1,600 units. To date, the Ministry of National Defense and the Ministry of Public Security have not started any projects; the Vietnam General Confederation of Labor has started one project with 525 units.

At the conference, the Ministry of Construction presented a draft adjustment to the assignment of social housing completion targets in 2025 and the following years until 2030 for localities, including: Hanoi, Ho Chi Minh City, Hue City, Tra Vinh Province, and Binh Duong.

The Deputy Prime Minister also requested localities that have implemented less than 50% and have not yet started construction to report the reasons for the slow implementation; the actual needs of the locality; how many houses the locality plans to implement in 2025; and at the same time, requested localities to respond if the assigned targets are adjusted, will the locality be able to implement them.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized that the target of building 1 million social housing apartments is only an initial goal, with orientational significance. In fact, the demand for social housing nationwide is currently very large and the demand is increasing, especially in the context of local mergers, changes in workplaces, housing demand for officials and civil servants is also a big problem, so it is recommended that localities and the Ministry of Construction review and adjust for consistency.

The Ministry of Construction finalizes the adjustment of the target for completing social housing in 2025 and the following years until 2030 for a number of localities; continues to inspect and urge localities and enterprises to promote investment in the construction of social housing projects, ensuring the target assigned by the Prime Minister.
