After listening to the reports of the unit and the relevant agencies, Senior Lieutenant General Hoang Xuan Chien acknowledged the efforts of the Artillery Corps Party Committee in preparing synchronously, following the correct procedures, strictly following the instructions and guidance from above, especially Directive 45 of the Central Committee and documents of the General Department of Politics , the Organization Department. He especially noted that the political report is the soul of the congress documents, so it must be general, scientific, easy to read, easy to remember, and easy to implement.

Senior Lieutenant General Hoang Xuan Chien also requested that the document should be shortened and supplemented with content assessing the results of leadership in implementing political tasks; building a strong, comprehensive, "exemplary, typical" unit; implementing breakthroughs; and building a clean and strong Party organization. The breakthrough contents need to be specific, close to the task, with special attention paid to non-traditional security issues, digital transformation, building discipline, and enforcing discipline.

He emphasized that a term is not short, so documents, ceremonies, images of the congress... must be carefully prepared to create a positive impression.

In his concluding remarks, Senior Lieutenant General Hoang Xuan Chien highly appreciated the preparations for the congress by the Party Committee of the 18th Corps. He noted that the unit's political report needs to supplement a strategic vision, while quantifying specific indicators such as the number of new equipment, level 1 pilots, training rates, equipment exports, contents on scientific and technological breakthroughs, digital transformation, innovation, improving the quality of human resources, maintaining the qualities of Uncle Ho's soldiers in special mission conditions; at the same time, research and bring foreign policy goals such as participating in peacekeeping forces, international cooperation, manufacturing aircraft, transport helicopters, etc.
