
Hai Phong is an industrial and seaport center with a strategic position in the Vietnamese and global supply chain. However, the city's industrial enterprises have not been able to connect deeply into the production chain of foreign direct investment (FDI) enterprises.
Identify problems
Sao Viet Duct Manufacturing and Trading Company Limited is located in Ngo Quyen Ward, specializing in manufacturing air-conditioning ducts, supplying to projects of various sizes, including many FDI enterprises. With a factory scale of 2,000 m2 and 30 workers, each month, this company produces about 60 tons of finished ducts. However, the company's production scale is currently not meeting the increasing demand of the market. Enterprises are in need of larger capital to invest in new green technology, reduce emissions to the environment and expand production scale. In fact, the main difficulties of small and medium enterprises are poor access to capital and high costs for production premises.
“If the two problems of capital and premises are solved, businesses can focus on investing in production lines, people, and product incentives, thereby gaining greater customer trust,” said Pham Quang Viet, Director of Sao Viet Air Duct Trading and Manufacturing Company Limited.
Or Tam Chien Electric Cable Joint Stock Company (An Duong Industrial Park) specializes in manufacturing electric cables, supplying the Northern and Central provinces with an average output of 100 tons of products/year. Currently, more than 80% of the electric cable market belongs to Vietnamese enterprises, but due to many subjective and objective reasons, the company as well as many domestic enterprises in general have not been able to penetrate deeply and become a supplier for FDI enterprises in this field. Meanwhile, the demand of FDI enterprises for this item is very large.
The above difficulties require domestic enterprises to strengthen cooperation and seek development opportunities together. Sharing the same view, Mr. La Xuan Binh, Director of B&T Technical Service Trading Company Limited, expressed: "We want to create a chain, each enterprise is a small link so that when we need you, you have it, when you lack it, we support you, creating a united block, developing together".

Find a way to remove
Despite the difficulties, industrial enterprises in Hai Phong are still proactive in adapting and stably developing production. This effort is clearly demonstrated through the industrial production index (IIP) of Hai Phong in the first 7 months of 2025, estimated to increase by 14.35% over the same period last year. In particular, some industries have IIP growth rates as high as double digits over the same period, such as: manufacturing of electronic products, computers; processing and manufacturing industry...
Notably, last July, at the Hai Phong City Investment Promotion Conference held within the framework of the 3rd Session of the APEC Business Advisory Council (ABAC 3) with the theme "Hai Phong - Strategic Destination of the New Era", Hai Phong granted investment registration certificates and signed investment cooperation memorandums with many leading domestic and international corporations, with a total registered capital of more than 15.6 billion USD. This is a great opportunity for Hai Phong industrial enterprises to break through and become a sustainable link in the international supply chain.
Meanwhile, Resolution 68 of the Politburo on private economic development with many special mechanisms and breakthrough policies is strongly inspiring entrepreneurs and businesses, including industrial enterprises. Resolution 68 is expected to remove difficulties, shortcomings, and bottlenecks that hinder the development of private enterprises, especially small and medium enterprises. From there, solutions will be proposed to support businesses to overcome barriers. Many businesses expect this to be a fulcrum for a breakthrough, seizing opportunities to participate in the global supply chain.
Director of Tam Chien Electric Cable Joint Stock Company Dang Thanh Tu said that if the company has access to preferential loans, in the coming time, it can confidently invest in production lines, improve the capacity of its staff, and gradually move towards supplying products to FDI enterprises in Hai Phong.
Accompanying businesses, the City People's Committee requests relevant departments, branches, sectors and localities from now until the end of the year to focus on implementing drastic solutions, striving to complete the target of industrial production index (IIP) for the whole year of 2025 of 16.8%. At the same time, departments and sectors proactively work with manufacturing enterprises to grasp difficulties and problems. In case of difficulties and problems coming from State agencies, units need to promptly report to the City People's Committee for solutions.
Chairman of Hai Phong Industrial Development Support Association Pham Doan Tung said that identifying the human factor as the key to success, in the coming time, the Association and related units will support 468 member enterprises to further improve the quality of their team of highly qualified engineers and workers.
