According to information from the Ministry of Foreign Affairs , at the meeting on the afternoon of June 24 in Tianjin (China), Prime Minister Pham Minh Chinh affirmed that Vietnam always considers developing relations with China an objective requirement, a natural and strategic choice, and a top priority in foreign policy.

He also informed about the strong reforms Vietnam is implementing under the leadership of the Central Committee of the Communist Party of Vietnam , headed by General Secretary To Lam.

Chinese Premier Li Qiang welcomed and highly appreciated Prime Minister Pham Minh Chinh's third consecutive attendance at the World Economic Forum (WEF) in China, demonstrating Vietnam's high regard and top priority for China and the Vietnam-China relationship.

Prime Minister Pham Minh Chinh suggested that both sides further promote the pivotal role of security and defense cooperation in the overall bilateral relationship.

In addition, it is necessary to improve the quality and effectiveness of substantive cooperation in all fields, maintain regular activities of intergovernmental working groups on land infrastructure, currency and maritime cooperation and cooperation committees on economics - trade, science - technology.

He also proposed studying the establishment of new working groups in the fields of education, training, finance, culture, and people-to-people exchange.

The head of the Vietnamese Government proposed that the two sides synchronously deploy three standard gauge railway lines connecting Vietnam and China.

Priority will be given to accelerating the construction of the Lao Cai - Hanoi - Hai Phong route in December 2025. He also hopes that China will support Vietnam with preferential loans, technology transfer, human resource training and cooperation in building a modern and synchronous railway industry.

Wishing for a more balanced and sustainable development of bilateral trade, the Prime Minister suggested that China expand its import of Vietnamese agricultural products, strengthen cooperation in electricity connectivity, accelerate the construction of smart border gates, and study a pilot model for building cross-border economic cooperation zones.

He also suggested that the two sides cooperate in investing in building large projects that are symbolic of the bilateral relationship, further deepening cooperation in science and technology, innovation, healthcare, culture, sports, tourism, aviation, etc.

Agreeing with Prime Minister Pham Minh Chinh's cooperation proposals, Chinese Prime Minister Li Qiang hoped that the two countries would successfully organize the 17th meeting of the China-Vietnam Bilateral Cooperation Steering Committee and the strategic dialogue mechanism between the three ministries of Foreign Affairs, Public Security, and National Defense, and comprehensively promote cooperation between the two countries in the direction of "6 more".

Mr. Li Qiang affirmed that China is ready to accelerate the connection of development strategies with Vietnam, expressing his appreciation for Vietnam's wish to soon start construction of standard gauge railway lines connecting the two countries.

Accordingly, he suggested that the two sides soon organize the first meeting of the Joint Committee on Railway Cooperation, accelerate feasibility studies, and apply the best options to implement construction on the basis of ensuring science, safety, and standards.

The Chinese leader affirmed that the country is ready to expand the import of many high-quality products and goods from Vietnam.

In addition, it encourages capable businesses to invest in Vietnam in the fields of AI, digital economy, green economy, new generation 5G, satellite applications; is ready to increase people-to-people exchanges, accelerate aid projects on people's livelihood, and directly benefit people at the grassroots level.

At the talks, the two Prime Ministers had a sincere and frank exchange of opinions on maritime issues, agreeing to work together to better control and handle disagreements, and maintain peace and stability.

Prime Minister Pham Minh Chinh suggested that both sides seriously implement the high-level common perception, the "Agreement on basic principles guiding the settlement of Vietnam-China maritime issues"; together with ASEAN, strive to soon achieve an effective and substantive Code of Conduct in the East Sea (COC), in accordance with international law and the 1982 UNCLOS, according to the consensus of the parties.

The two leaders discussed international and regional issues of mutual concern and agreed to maintain coordination and cooperation at regional and international forums. Prime Minister Li Qiang welcomed Vietnam's decision to become a partner of BRICS.

Promoting science and technology cooperation between Vietnam and China

Earlier on June 24, Prime Minister Pham Minh Chinh attended the Vietnam - China Business Connection Forum held in Tianjin.

Here, he affirmed that the business community is an important pillar connecting the two countries' economies and that the opportunities for cooperation are opening up very large, with a very wide space. In particular, according to him, cooperation in science and technology, innovation, green economy, digital economy, circular economy, knowledge economy, etc. is limitless.

On this occasion, Prime Minister Pham Minh Chinh witnessed businesses from both sides exchanging 9 cooperation and investment agreements in the fields of energy, railways, information technology, telecommunications, real estate, transportation, and import and export of goods.
