Prime Minister: Resolution No. 71 clears bottlenecks and revives education

At the National Conference to disseminate and implement the Resolutions of the Politburo , conveying topic 1: "Key and core contents of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthrough in education and training development and the Government's Action Program to implement the Resolution", Politburo member, Prime Minister Pham Minh Chinh clearly stated 7 tasks and breakthrough solutions for education and training development to contribute to the successful implementation of the 2 100-year strategic goals.

According to Prime Minister Pham Minh Chinh , the process of developing Resolution 71-NQ/TW has been carried out resolutely, methodically and thoroughly. On April 18, 2025, General Secretary To Lam worked with the Government Party Committee on developing the Resolution and on August 22, 2025, the Politburo issued Resolution 71-NQ/TW on breakthroughs in education and training development (Resolution 71).

The Resolution affirms the viewpoint of the Party and State that education and training are the top policies, deciding the future of the nation in the era of striving to develop into a rich, civilized, prosperous, happy nation, standing shoulder to shoulder with the world powers. The Government also issued a Resolution on the Government's Action Program to implement Resolution 71.

Reviewing the Party and State's policies on education and training, the Prime Minister said that the Party and State always pay special attention, considering education and training as the top national policy, the cause of the Party, the State and the entire people.

In recent times, our country's education and training have developed, achieving many important results such as access to education and the quality of general education have been increasingly improved, ranked at a high level in the region and groups of countries with the same income level, especially achieving high prizes in international competitions.

Along with that, higher education has clearly changed in the quality of training, scientific research and international integration; vocational education has been expanded, initially meeting the need to improve labor skills; the quality of key education has been affirmed with many high results in international exams.

Vietnam is one of 21 countries that have soon achieved the United Nations' sustainable development goals on quality education; the intelligence and creativity of Vietnamese people always shine; mobilizing social resources, from the people and businesses for education and training development has achieved positive results; the spirit of lifelong learning, "study, study more, study forever" is deeply ingrained in everyone's thinking.

Pointing out a number of shortcomings, limitations and causes in the development of education and training, the Prime Minister emphasized that the international context is undergoing profound changes, posing new, comprehensive and urgent requirements for education and training.

In particular, our country is facing the requirement of rapid and sustainable development, realizing two 100-year goals, requiring a new generation of Vietnamese people, global citizens with enough courage, intelligence and health to create the future.

From the above situation, the Politburo and General Secretary To Lam directed to focus on building and promulgating Resolution No. 71, which proposed stronger policies and decisions to clear bottlenecks, create breakthroughs in development, modernization, and revival of the country's education, contributing to promoting the implementation of the Politburo's new policies on science and technology, innovation, digital transformation, international integration, law-making, private economic development, etc., towards successfully implementing the two 100-year strategic goals.

Presenting the key contents of Resolution 71, Prime Minister Pham Minh Chinh said that Resolution 71 clearly states the viewpoint that education and training is the top national policy, comprehensive education of "Virtue-Intelligence-Physical-Beauty".

This is the most important factor that determines the future of the nation, the cause of the Party, the State and the entire people; promoting the tradition of studiousness, building a learning society, lifelong learning for the cause of rapid and sustainable development of the country, for the future of the nation. Education and training take the learner as the center, the subject; the school is the foundation, the teacher is the driving force.

Strongly transform the mindset from knowledge training to comprehensive training of learners' capacity and qualities; ensure "learning goes hand in hand with practice", preschool and general education are the foundation for personality formation, quality and capacity development; vocational education is the key; university education is the core for developing highly qualified human resources and talents.

Breakthroughs in education and training development begin with innovation in thinking, awareness and institutions. Public education is the pillar, non-public education is an important component of the national education system; build an open, interconnected education system, ensuring fair and equal learning opportunities for all subjects.

The Prime Minister said that Resolution 71 has set specific targets with milestones until 2030, 2035 and 2045; at the same time, it clearly specifies tasks and breakthrough solutions for education and training development, including 8 groups of tasks and solutions, with 5 general groups and 3 specific groups for each level of education.

In particular, it is necessary to raise awareness, innovate thinking and action, determine strong political determination to make breakthroughs in education and training development; strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development; strengthen comprehensive education in ethics, intelligence, physical fitness and aesthetics, forming a system of values for Vietnamese people in the new era; comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.

It is necessary to focus on building a team of teachers and standard school facilities, improving the quality of preschool and general education; enhancing foreign language teaching and learning, gradually making English the second language in schools; reforming and modernizing vocational education, creating a breakthrough in developing highly skilled human resources; modernizing and upgrading university education, creating a breakthrough in developing highly qualified human resources and talents to lead research and innovation; promoting cooperation and deep international integration in education and training.

Providing information on new points and breakthroughs in tasks and solutions for education and training development, Prime Minister Pham Minh Chinh said that the Resolution sets out the following tasks: breakthroughs in institutions and policies; breakthroughs in management and governance; breakthroughs in investment resources, in which the State budget ensures educational conditions that meet standards, striving for a 5% investment expenditure structure; 3% expenditure for higher education; breakthroughs in developing a team of teachers, experts and talents; breakthroughs in policies to support learners; breakthroughs in autonomy and promoting the creativity of educational and training institutions; breakthroughs in foreign language proficiency, digital transformation and application of artificial intelligence in education.

The Prime Minister said that immediately after the Politburo issued Resolution 71, the Government developed and issued an Action Program to implement Resolution 71, including 8 groups of major tasks and solutions, concretized into 36 goals and 151 tasks.

Specifically, tasks have been assigned to each ministry, branch, and locality with the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results", ensuring the participation of all levels, branches, localities, bases, organizations and individuals to work together and be determined to successfully implement the Resolution.

Based on Resolution 71 and the Government's Action Program to implement Resolution 71, Prime Minister Pham Minh Chinh pointed out that in 2025, ministries, branches and localities will continue to promote the work of perfecting institutions and policies; urgently review and evaluate the implementation of the General Education Program for appropriate adjustments; develop a roadmap and immediately implement policies on salary and allowance regimes for teachers, managers and employees in the education sector; review, arrange and restructure higher education and vocational education institutions; merge and dissolve substandard training institutions; amend and supplement legal regulations on implementing the policy of not organizing school councils in public educational institutions.

Ministries, sectors and localities urgently allocate capital, carry out public investment procedures, select contractors, strive to start construction of 100 primary and secondary boarding schools in October 2025; review ongoing programs and plans to incorporate assigned targets and tasks into annual, quarterly and monthly work programs and plans of agencies, units and localities; resolutely implement the Politburo's policy on investing in the construction of primary and secondary boarding schools in 248 land border communes; in the immediate future, pilot investment to complete the construction or renovation of 100 schools in 2025.

The Prime Minister requested the Party Committee of the Fatherland Front and central mass organizations to lead and direct the development of programs and plans to guide and mobilize people to implement the Resolution, promote the role of supervision, social criticism, and participate in the development of laws and policies.

Provincial and municipal Party Committees shall lead, direct, thoroughly grasp and seriously implement the Resolution, ensure adequate investment resources for education and training, and strengthen inspection and supervision of the Resolution's implementation process in localities.

In particular, Party organizations and the political system from the grassroots level must be the core in implementation because learners, teachers and all facilities serving education and training are at the grassroots level.

Recalling the teachings of President Ho Chi Minh: "Whether Vietnam's mountains and rivers become beautiful or not, whether the Vietnamese people can step up to the stage of glory to stand shoulder to shoulder with the world's great powers or not, depends largely on your studies" and the viewpoint of our Party and State "People are the most important factor, deciding the success or failure of the nation. Investing in people is investing in development", the Prime Minister believes that Resolution No. 71 will be implemented resolutely, synchronously, effectively, creating a solid foundation and basis for our country to develop quickly and sustainably, standing shoulder to shoulder with the world's great powers as beloved President Ho Chi Minh always wished./.
