Weather "makes it difficult" for key projects in Ha Tinh

(Baohatinh.vn) - Although it is the "peak season" of construction, frequent heavy rains have made the construction of key projects and works in Ha Tinh difficult.

In the past 2 days, the weather in Ha Tinh has been dry and sunny, but at the construction site of the Bac Thach Ha Industrial Park Infrastructure Investment and Business Project (VSIP Ha Tinh Industrial Park), there are only a few workers working on the items. Most of the machinery and equipment are still gathered in the camp area.

The VSIP Ha Tinh Industrial Park project has a total investment of VND 1,555 billion, a land use scale of 190.41 hectares in Thach Lien and Viet Tien communes (Thach Ha district), and was started at the end of June 2024. Initially, the project construction process encountered some difficulties, especially the lack of earth filling materials, leading to the project progress not meeting expectations. Since the beginning of the year, when the difficulties and problems have been basically resolved, the investor has urged the contractor to mobilize human resources and machinery to speed up construction to "compensate" for the previous slow progress.

At this time, contractors are focusing on implementing 3 packages for leveling and constructing technical infrastructure for the project's roads. Despite such efforts, according to the contractor, in recent months, Ha Tinh's weather has often had rains, affecting the construction process.

“The nature of infrastructure construction packages is to level the ground, however, when it rains, construction almost has to stop. After the rain ends, it takes another 2-3 days, or even longer, for the ground to dry before construction can continue. The same goes for taking soil from material mines, which is greatly affected by the rainy weather,” said engineer Pham Van Ly - Construction Manager of Dai Hiep Company Limited - the contractor for the project's leveling package.

Most of the area of ​​VSIP Ha Tinh Industrial Park project was previously agricultural land, so after the rain from June 11-13 due to the impact of storm No. 1, many areas of the project were still flooded. According to the assessment of the investor and contractor, it will take a few more days for the ground to dry out, then the construction can continue.

Meanwhile, the Xo Viet Nghe Tinh road project extending to the East was also affected by the weather. After the recent rain, large ponds appeared at the construction site where the organic soil layer was scraped off.

Due to the "surrounding" ponds, the project construction has almost come to a standstill.

The Xo Viet Nghe Tinh road project extending to the East is 6.645 km long, with a total investment of nearly 1,500 billion VND, undertaken by a joint venture of contractors Joint Stock Company 484 and Joint Stock Company 492. In addition to passing through some residential areas, the project mostly passes through agricultural land, swamps with low-lying terrain, requiring a lot of time to treat weak ground, in particular, there are 4 sections that need 200 - 400 days to "wait for subsidence", while the project completion time is less than 1 and a half years (end of 2026).

While waiting for the construction site to dry out, the contractor proactively had workers cast concrete structures.

“Not only the rain from June 11 to 13, but also the previous period, Ha Tinh had thunderstorms, so the project construction had to be temporarily suspended. The interrupted construction process put the contractor under a lot of pressure regarding the project completion time,” said engineer Hoang Viet - an officer of the Provincial Traffic Construction Investment Project Management Board - the project investor.

On the afternoon of June 15, Dai Hiep Company Limited - one of the three contractors for the project to expand, upgrade and renovate Ngo Quyen Street, had to mobilize excavators and pumps to scoop and pump out stagnant water to serve the construction process.

Along both sides of Ngo Quyen Street are rice fields, so after the recent rain, many ponds have appeared in areas that were excavated by machinery. The low-lying terrain makes drainage difficult, requiring a lot of time, affecting the project's construction.

The project to expand, upgrade and renovate Ngo Quyen Street from National Highway 1 to Quang Trung Street has a length of 2.7km, with a total investment of 140 billion VND, invested by the Ha Tinh City Land Fund Development and Investment Project Management Board. The joint venture of 471 Joint Stock Company - Dai Hiep Company Limited - Vinh Phu Construction Company Limited is the contractor. The project is expected to be completed and put into use in 2025.

“This should be a favorable time, contributing to speeding up the progress of projects and construction works. However, this year, Ha Tinh often has rains, even heavy rains, which greatly affect the construction, especially projects that are carrying out excavation, foundation and road construction. The unfavorable weather makes it difficult for contractors to complete the project,” said Mr. Le Anh Son - Deputy Director of the Department of Construction - investor of the project to renovate and upgrade National Highway 8C.
