In the spirit of revolution, the whole people, comprehensive, no one is left behind in the digital transformation process, Bim Son town has made many efforts in directing and supervising the implementation of digital transformation criteria. The development of databases to create a foundation for digital government has been focused on synchronous and effective implementation. Up to now, the town has had over 99% of the population granted chip-embedded citizen identification cards (the rest are mainly local citizens working far away), over 96% of people have installed electronic identification codes activated at level 2; creating over 95% of electronic health records for people in the town. Online public services are increasingly deployed effectively and extensively, with 238 partial and full online public services serving organizations and individuals to carry out administrative procedures quickly and conveniently. In addition, 100% of agencies and socio-political organizations at all levels in the town have directed, operated, processed work, and exchanged documents in the electronic environment; 100% of leaders, cadres, civil servants, and public employees at all levels have directed, operated, processed work, and signed digitally entirely in the electronic environment (except for confidential documents as prescribed).
In order to specify the contents, tasks and key solutions in deploying and implementing the movement "Digital Education for All", the development of digital society is of special interest to the town. Fiber optic broadband telecommunications infrastructure has now covered 100% of villages, neighborhoods and 91.76% of households; 87.6% of people have smartphones; 90% of people have bank accounts; 75.2% of people make cashless payments for essential services... In particular, the community digital technology teams (CNSCD) of 7 communes and wards in the town play a particularly important role.
Party cell secretary, head of the CNSCĐ team in Ward 4, Lam Son Ward, Vu Dinh Kip, said: Initially, the awareness of a part of the people about digital transformation was limited; some members of the CNSCĐ team did not fully understand and master the operations on digital platforms, digital services... so the implementation process encountered many difficulties and took a lot of time. With the direction and support of all levels, the CNSCĐ team has gradually deployed and effectively performed the assigned tasks. In particular, focusing on guiding people to install and grasp the skills to use digital platforms and basic digital applications on smartphones such as free newspaper reading software, installing personal electronic identification, social insurance software, personal digital signatures, etc. Along with that, guiding people and business households to use and make cashless payments in essential areas such aseducation , health care, insurance, electricity, water, public services, telecommunications services, etc. Up to now, people in the neighborhood have formed the habit of using technology in their work and daily life. This is also an important foundation for the locality to effectively implement the "Digital Education for All" movement.
Identifying people as both the subject, resource and beneficiary, the town has paid special attention to communication work to promote the digital transformation process to cadres, civil servants, public employees and people of all walks of life in the area. In the past time, the Digital Transformation column on the Bim Son Town Electronic Information Portal has attracted nearly 50 thousand followers; the Zalo OA page "Digital Transformation of Bim Son Town" regularly updates the digital transformation activities of the locality; good models in digital transformation work in the province...
Deputy Director of the Center for Culture, Information, Sports and Tourism of Bim Son town Nguyen Trung Thanh said: “Propaganda work on the Electronic Information Portal of Bim Son town, the electronic information pages of communes, wards and the broadcasting system has been promoted. In particular, focusing on contents related to digital transformation, digital skills, participation in online public services, cashless payments... Especially solutions to prevent and combat information leakage and loss in the online environment for people to grasp. Up to now, the majority of people in the town have accessed digital technology applications and utilities, gradually contributing to building digital citizens and digital society... This is also the basis for localities in the town to build and implement programs and plans for effective socio-economic development after implementing the arrangement of administrative units”.
The initial success of Bim Son town in digital transformation shows the determination and efforts of the entire political system and local people. The results achieved as well as the shortcomings and limitations in the process of deployment and implementation are valuable lessons for localities in the town to continue to effectively implement the movement "Digital Education for All", contributing to building a civilized and modern community.
