High School Graduation Exam 2025: Ho Chi Minh City ensures security and safety procedures for the exam

Reporting on the preparation for the high school graduation exam, Deputy Director of the Ho Chi Minh City Department of Education and Training Nguyen Bao Quoc informed that the 2025 high school graduation exam in Ho Chi Minh City has a scale of 99,578 candidates registered to take the exam, an increase of 8,891 candidates compared to last year.

Of these, 97,940 candidates took the exam under the 2018 GeneralEducation Program and 1,638 candidates under the 2006 General Education Program. In particular, the number of independent candidates increased by 5,000 compared to the previous year, posing new challenges in the organization.

To meet this scale, the city has arranged 171 examination sites with a total of 4,242 examination rooms. Specifically, 168 examination sites with 4,180 examination rooms are for candidates under the 2018 program and 3 examination sites with 62 examination rooms for candidates under the 2006 program. Each examination site is arranged with 3 spare rooms to handle arising situations.

The city has mobilized a strong workforce with 855 examination site management staff, 12,726 exam supervisors (an increase of 1,409 compared to last year), 2,394 examination site service staff, 513 police officers on duty at examination sites, 92 officers in charge of printing and copying exam papers, and an expected 300 officers transporting and handing over exam papers.

All examination rooms ensure a minimum area of 30m²/room, with 24 examination tables/room arranged according to regulations. The security and storage system is fully equipped with secure iron cabinets, 2-layer locking system and standard sealing.

Mr. Quoc assessed: "One of the strengths of the city's exam preparation work is the synchronous and effective coordination between departments, branches and sectors. Ho Chi Minh City Police actively participate in ensuring absolute security and confidentiality from the stage of printing and copying exam papers to organizing and grading exams. The Department of Health is ready with health care plans and handling medical situations. The Electricity Corporation is committed to ensuring a stable 24/7 power source with backup generators. The Departments of Construction, Science and Technology, Food Safety and Ho Chi Minh City Post Office all have specific and comprehensive support plans."

In particular, Ho Chi Minh City has thoughtful support measures for candidates from remote areas such as ensuring that the Binh Khanh ferry operates 24/7 with 4 special trips during peak hours, arranging centralized motels for candidates from Thanh An island commune, and providing shuttle bus services.

Speaking at the meeting, Deputy Minister Pham Ngoc Thuong said: The 2025 high school graduation exam has its own characteristics because it is the first exam according to the 2018 General Education Program and there are still candidates taking the exam according to the 2006 General Education Program. Therefore, the Steering Committee must organize 2 councils to print and copy the exam questions.

"The exam took place in the context of the whole country drastically implementing the arrangement of organization and management apparatus, the inspection of ministries and branches was transferred to the Government Inspectorate, the district police was transferred to the commune police... The above changes greatly affected the direction of the exam," Deputy Minister Pham Ngoc Thuong stated the reality.

Although Ho Chi Minh City has strengths and experience in organizing high school graduation exams in recent years, Deputy Minister Pham Ngoc Thuong also noted the need to handle unusual situations and risks during the exam organization process. There should be specific plans and response measures to handle unusual situations. It is necessary to be proactive in preventing and handling possible risks.

This year, the Ministry of Education and Training organized working groups to inspect preparations in 50% of provinces and cities nationwide. Of these, Ho Chi Minh City is one of the two largest areas with the largest number of candidates and officials participating.
