Removing obstacles in operating two-level local government in Ho Chi Minh City

The Government Office has just issued a document conveying Prime Minister Pham Minh Chinh's direction on handling press information and public opinion on the issue of operating a two-level local government in Ho Chi Minh City.

Previously, the Government Electronic Information Portal reported on information, press and public opinion related to the direction and administration of the Prime Minister and the Government, including press information reflecting on the issue of operating the two-level local government in Ho Chi Minh City.

According to the feedback, after a period of implementing the 2-level local government model, Ho Chi Minh City has achieved some positive results, but there are still difficulties that need to be further resolved.

One of the outstanding difficulties is that the organization of the apparatus and the arrangement of personnel at the commune level have not met the requirements of the workload in the new context, leading to situations such as work overload, difficulty in ensuring quality and progress, lack of reserve resources when civil servants are on leave, sick or participating in training, fostering, etc.; the small number of leadership personnel limits management, operation and advisory work.

In addition, after the district-level People's Committees ended their operations, the Urban Order Management Teams at the district level ceased their operations; at the same time, the Local Inspection Organization under the Department of Construction also reorganized, leading to the current situation where wards, communes and special zones no longer have specialized forces to perform the tasks of inspection, supervision and handling of violations related to urban order and construction.

Regarding the above issue, Prime Minister Pham Minh Chinh assigned the Minister of Home Affairs to study and promptly propose to the Government for consideration and decision at the nearest Government meeting on assessing the situation, progress, and results of the implementation of the reorganization of the apparatus, administrative units, and operation of the 2-level local government organization model.
