(Chinhphu.vn) – The working group of the Ministry of Agriculture and Environment, consisting of 21 members, is implementing activities to ensure that the campaign to enrich and clean up the national land database is implemented synchronously and effectively, meeting the requirements of land management in the new period.

The working group of the Ministry of Agriculture and Environment consists of 21 members, tasked with developing technical guidance documents on collecting, updating, editing, and supplementing information on land databases.

The Department of Land Management, Ministry of Agriculture and Environment has just issued a Decision to establish a Working Group to implement Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment on the campaign to enrich and clean up the national database on land.

According to the decision, the working group consists of 21 members, tasked with developing technical guidelines on collecting, updating, editing, and supplementing information in the land database, and unique identification codes for each plot of land. At the same time, it guides localities in collecting information on land use right certificates and house ownership certificates that have not been updated in the land database, as well as citizen identification data of land users and house owners.

The working group is also responsible for urging and inspecting the implementation of Plan 515/KH-BCA-BNN&MT in localities; preparing regular and ad hoc reports to send to competent authorities; coordinating with the Ministry of Agriculture and Environment , the Ministry of Public Security and localities in the implementation process. At the same time, synthesizing and resolving difficulties and problems that arise or reporting to competent authorities for consideration and decision.

The establishment of the working group aims to ensure that the campaign to enrich and clean up the national land database is implemented synchronously and effectively, meeting the requirements of land management in the new period.

According to Plan 515/KH-BCA-BNN&MT, the campaign to enrich and clean up the national land database will be implemented within 90 days, starting from September 1, 2025 to November 30, 2025, nationwide, implemented at the central level by the Ministry of Agriculture and Environment, the Ministry of Public Security; implemented at the local level by the People's Committees of provinces and cities, deployed to the commune, village, hamlet, residential group, and residential group levels...

The implementation content will focus on completing the existing land database to ensure "correct - sufficient - clean - alive", including developing technical guidance documents and business processes on collecting, updating, editing, and supplementing information on the land database and implementing 2-level local government; reviewing and classifying previously built land data (about 49.7 million land plots at 2,342/3,321 commune-level units) into 3 groups.

Group 1, localities have built databases and data that are being used and ensured to be "correct - sufficient - clean - alive".

Group 2, localities have built databases but the data needs to be correct, complete, supplemented and authenticated with information of land users and owners of assets attached to land.

Group 3, localities have built databases but the data is unusable, need to rebuild.

The plan also requires the implementation of building residential land and housing data for places where the database has not been built, including collecting copies and photocopies of certificates of land use rights and housing ownership rights and ID cards, CCCD of land users and housing owners; digitizing, scanning certificates and building, creating data of land and housing users. Authenticating information of land and housing users through the national population database; building utilities on the VNeID application for land users and property owners to confirm land information.
