According to Resolution No. 42/NQ-HDND dated July 24, 2024, the project of access roads to 3 bridges on DT827E route is divided into 2 components: construction of access roads to 3 bridges and site clearance. Of which, the project of access road construction has a total investment of more than 1,432.9 billion VND, implementation period from 2025-2028; the site clearance project has a total investment of 1,607 billion VND, also implemented in the period of 2025-2028. Capital sources are from the provincial budget and other legal sources.

By early September 2025, all four construction packages had been implemented. Package No. 1 (from DT826 to Vam Co Dong River, over VND 304.7 billion) and Package No. 2 (from Vam Co Dong River to Huynh Van Danh Street, over VND 388 billion) are currently selecting contractors (bids opened on July 29, 2025).
In particular, package No. 3 (section from Huynh Van Danh Street to Vam Co Tay River, over 326 billion VND) and package No. 4 (from Vam Co Tay River to DT827B, nearly 144 billion VND) started construction on August 19, 2025, expected to be completed in August 2027.
Mr. Le Minh Tan - representative of the construction contractors, said that they will try to mobilize forces to ensure completion on schedule and in accordance with the design requirements of the project.
Along with that, site clearance work - a key factor determining the success of the project is also being implemented in the localities where the project passes through, including the communes of Can Giuoc, My Le, Can Duoc, Vam Co, Tan Tru and Tam Vu.
According to the Long An Construction Investment Project Management Board, by early September 2025, many areas had achieved positive results. Specifically, the section through Tan Tru commune had paid nearly 90% of households, reaching nearly 90% of the area compared to the compensation plan approved in the first phase. The section through Vam Co commune had paid nearly 87% of households, reaching nearly 84% of the area compared to the compensation plan approved in the first phase. The section through Tam Vu commune had paid 95% of households and nearly 94% of the area. However, some places had low payment progress, such as the section through My Le commune and Can Duoc commune.
In addition to the achieved results, the project implementation process still faces difficulties and obstacles. After organizing the local government according to the 2-level model, the coordination between the Regional Land Fund Development Center Branch and the local government has not been smooth, so the progress is still slow.
By early September 2025, there were still more than 500 cases with an area of nearly 47 hectares that had not yet developed a compensation plan due to incomplete resettlement prices and slow investment in resettlement area infrastructure. The reason is that according to regulations on compensation, support, and resettlement, the project must implement one plan and one unit price. However, currently, there are still many cases that do not meet the conditions to develop a compensation plan such as: there is no resettlement policy plan, there is no resettlement area plot price, so the draft plan cannot be completed for posting and collecting opinions.
Mr. Nguyen Van Khanh, whose land is subject to site clearance, shared: "We agree with the State's policy but still hope to soon have specific resettlement land prices and complete resettlement area infrastructure to confidently hand over the site."
The project of access roads to 3 bridges on Provincial Road 827E was started on August 19, 2025.
To resolve the problem, the Provincial Land Fund Development Center urgently completed legal procedures and invested in resettlement infrastructure; the People's Committees of communes quickly proposed resettlement land prices as a basis for approving compensation plans. The Department of Construction advised on handling project overlaps, while strengthening coordination and mobilizing people to receive compensation and hand over land on schedule.
Recently, at the project groundbreaking ceremony, Mr. Nguyen Minh Lam - Vice Chairman of the Provincial People's Committee, requested the provincial departments and branches to urgently coordinate and remove difficulties and obstacles in the project implementation process. The Construction Investment Project Management Board needs to proactively follow the progress, regularly urge and inspect the site, periodically and promptly report any arising issues for the Provincial People's Committee to direct and handle.
For localities with roads passing through, focus on site clearance, ensure timely handover, mobilize people to agree and support construction. Construction units organize scientific construction, comply with design, technical standards, ensure quality, progress and aesthetics of the project.
With the strong direction of the province, the consensus of the people and the efforts of the construction units, the project of the access road to the 3 bridges on DT827E is expected to be completed on schedule, creating a strategic traffic axis connecting Tay Ninh with Ho Chi Minh City and neighboring provinces, contributing to promoting the development of the Southern Key Economic Zone./.
In addition to the project of access roads to 3 bridges on DT827E, there is also a project to build 3 bridges on DT827E (bridges over Can Giuoc River, Vam Co Dong River, Vam Co Tay River) whose project proposal has been approved by the Prime Minister (Decision No. 599/QD-TTg, dated July 5, 2024). The Provincial People's Council has approved the investment policy in Resolution No. 27/NQ-HDND, dated April 29, 2025. The total investment for the project to build 3 bridges on DT827E is about 4,797 billion VND, using foreign preferential loans (ODA) to invest in sustainable development of the Mekong Delta region adapting to climate change for investment. Long An Construction Investment Project Management Board has sent the feasibility study report to the Korean consulting unit for review and approval in the fourth quarter of 2025, as a basis for signing the loan agreement in the first quarter of 2026. |
