Focus on disbursing public investment capital, promoting growth

In the current economic context, disbursement of public investment capital is identified as a key task and an important driving force to promote economic recovery and growth.

In the first five months of 2025, many localities achieved positive results, but there are still many places where bottlenecks occur, causing low disbursement rates, affecting the progress of key projects and socio-economic development goals. From now until the end of the year, along with the arrangement of administrative units, localities need to focus on removing obstacles, speeding up the progress of projects, and striving to complete the public investment disbursement plan for 2025.

Lesson 1: Some places are fierce, some are still leisurely

The results of public investment disbursement in the first months of 2025 show a clear differentiation between localities. Where there is close attention and proactive resolution of difficulties, the disbursement rate is high, contributing to promoting the progress of key projects. On the contrary, some localities lack determination and have a "slow" mentality with the reason of waiting for administrative unit merger, which is slowing down the progress of public investment disbursement.

Take decisive action according to the motto "do one thing and finish it"

Leading the country in the rate of public investment disbursement in the first 5 months of 2025 is Phu Tho province with the disbursement progress reaching 74.9% of the capital plan assigned by the Prime Minister. Identifying this as a key political task, the province has synchronously implemented many solutions since the beginning of the year. The Provincial People's Committee established a special working group on public investment disbursement headed by the Chairman of the Provincial People's Committee, directly directing, inspecting the field, urging units to speed up construction progress, and developing detailed disbursement plans for each month and each quarter. The province has also proactively reviewed and transferred capital from slow-moving projects to projects with good disbursement potential.

However, during the implementation process, the province still encountered difficulties in site clearance, high prices of raw materials, affecting the progress of many key projects. Chairman of the People's Committee of Phu Tho province Bui Van Quang requested sectors and localities to resolutely resolve difficulties, speed up compensation and handover of sites, and ensure adequate and timely handover to contractors. The province also requested units and localities to strictly implement the handover of projects after administrative unit rearrangement, not to interrupt work.

Thanh Hoa province also had a high rate of public investment disbursement in the first 5 months of this year, reaching 57.8% of the plan. At key construction sites such as the road from Bim Son town to Nga Son, the Hoang Hoa-Lach Sung coastal section, construction work is being accelerated. Many sections of roadbeds and bridges have been completed. However, some sections still have to delay the time due to difficulties in site clearance, scarce supply of construction materials, high prices of land, sand, and crushed stone, etc.

To overcome the difficulties, the province established interdisciplinary inspection teams to strictly handle violations in mineral exploitation, combat speculation and unreasonable price increases of materials, and at the same time direct a review of the entire licensing process, shorten the time for processing mining dossiers, and speed up the auction of planned mines. The leaders of the Provincial Party Committee and the Provincial People's Committee directly inspected the current status of each project, directed the adjustment of progress, and classified projects according to their capital absorption capacity. The province also implemented a plan to transition project management during the process of administrative unit arrangement, ensuring no stagnation or interruption.

Ha Giang is also one of the localities with a good disbursement progress of 48.8%. The key project of Tuyen Quang-Ha Giang Expressway, the section passing through Ha Giang province, is being accelerated, with more than 360 pieces of equipment, thousands of workers working "3 shifts, 4 shifts" continuously. Mr. Luong Van Doan, Director of the Provincial Construction Investment Project Management Board, said: "With the goal of completing the project in 2025, the Steering Committee of project management staff "sticks" to the construction site, reports on the project progress weekly to promptly remove difficulties and obstacles during the construction process. In addition, to facilitate the contractor, the board has promptly organized the acceptance of the volume of each completed item to pay the contractor's capital".

From that determination, up to now, the output value of the three construction packages of the project has reached 1,388/2,316 billion VND, reaching 60% of the contract value, of which more than 635 billion VND has been disbursed since the beginning of the year. Most of the investment capital from the central budget in Ha Giang province is for key projects. To disburse capital with high results, the province has directed investors to proactively inspect and handle arising problems right at the unit, construction site, and project, ensuring timeliness, flexibility, and efficiency. Sectors and localities promote the role and responsibility of the leader, acting decisively according to the motto "doing a job, finishing it".

There are still many bottlenecks.

In contrast to the positive results in many of the above localities, in Ho Chi Minh City, the locality with the largest scale of public investment capital in the country, the disbursement progress is still very low. As of May 28, the city had only disbursed more than VND 8,700 billion, reaching 10.2% of the capital plan, lower than the national average. Although the disbursement amount increased by 29.9% compared to the same period in 2024 and the rate also increased slightly compared to the previous year, it is still far from the disbursement target of at least 30% in the first six months of 2025.

According to Director of the Department of Finance Le Thi Huynh Mai, the main reason is due to difficulties in compensation and site clearance. Many districts, towns and Thu Duc city have not resolutely directed the project compensation council, departments, offices and units to support the Compensation and Site Clearance Board to complete procedures. In addition, some projects are delayed due to lack of materials, difficulties in moving technical infrastructure and slow investment procedures. It is worth mentioning that in many units, the lack of determination in working attitude and the "slow" mentality with the reason of waiting for the merger and separation of administrative units are also the reasons for the slow disbursement progress. This is a major bottleneck that needs to be overcome, especially for large projects with high capital disbursement plans in the fourth quarter of 2025.

Similar to Ho Chi Minh City, Dong Nai province, one of the localities with large public investment scale, is also facing difficulties in disbursing public investment capital. The province's total public investment capital in 2025 is more than 16,592 billion VND. As of June 18, the province has only disbursed more than 3,200 billion VND, reaching 19% of the plan. It is expected that by the end of June, Dong Nai will only disburse about 34% of the plan, lower than the national average.

Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha frankly stated that this disbursement rate is unacceptable in the context that the province has launched a "45-day and night" emulation campaign to accelerate disbursement. The main reason is slow site clearance, with some large projects almost "standing still". The province is urgently adjusting capital plans, classifying projects according to disbursement capacity, and mobilizing the entire political system to participate in site clearance, especially for the Bien Hoa-Vung Tau expressway project.

In the mountainous province of Cao Bang, although public investment disbursement has seen many changes compared to the beginning of the year, by the end of May it had only reached more than 30.5% of the plan. The main reason was due to difficulties in site clearance, land acquisition and lack of construction materials, especially in large projects. In addition, natural disasters and floods have also directly affected the progress of many infrastructure projects. Subjectively, project management capacity at some investors is still weak, the mindset of waiting for superiors, lack of initiative in handling problems; disbursement planning is not close to reality, and capital has not been promptly adjusted from slow projects to projects with good disbursement capacity. Coordination between departments, branches and localities is not tight, leading to congestion in handling administrative procedures, affecting the overall disbursement work of the province.

Time is running out. If localities do not quickly remove bottlenecks and correct the mentality of stagnation, the target of disbursing 100% of the capital plan in 2025 will be difficult to achieve. This is not only a requirement for progress, but also a political responsibility of each locality, each sector and the heads of units.
