Dong Nai transports more than 2,500 officials after merger

After one month of implementing the Plan to organize shuttle buses for officials, civil servants, public employees and workers from the former Binh Phuoc province to Dong Nai to work (July 2025), the Department of Construction of Dong Nai province has recorded many positive results, contributing to ensuring the effectiveness of human resource organization after administrative merger.

According to the preliminary report of the Department of Construction of Dong Nai province, from July 1 to July 28, the whole province organized 63 bus trips with a total of 2,507 people being picked up and dropped off, ensuring on schedule, safety and economy. The pick-up and drop-off were carried out on fixed days of the week (Monday and Thursday), flexibly depending on the number of registrations and actual needs of departments, branches and units.

The Department of Construction has proactively coordinated with departments, agencies and sectors to plan and coordinate vehicles. The organization of the trips is announced in advance, listening to feedback to adjust the route and frequency to suit actual needs. In the first month, there were 58 45-seat buses, 2 29-seat buses, and 3 16-seat buses mobilized.

The notable point is the high level of consensus and response from officials, civil servants and workers. Many people consider this a practical policy, helping to save time and costs, while reducing the pressure of moving after the administrative merger from Binh Phuoc province to Dong Nai.

Despite many positive results, the report also pointed out some difficulties in the implementation process. During the 1 month of implementation, the number of cadres, civil servants, public employees, and workers of departments and agencies using shuttle buses was very small. To avoid waste, the Department of Construction coordinated with departments and agencies to arrange for carpooling (many people, many agencies sharing 1 car to ensure efficiency). There are still a few agencies that have registered relatively large travel needs, but have not yet used them (Provincial Police: 341 people, Provincial Construction Investment Project Management Board: 72 people).

Regarding costs, the total cost of the shuttle service in July was VND346.3 million, including VAT and road tolls. This cost is considered reasonable compared to the market level. The three transportation units selected to perform the service are: Phuong Thu Trang Company Limited, Thai Loan Transport and Tourism Company Limited, and Hoang Ha DL Tourism Service Company Limited - all of which are reputable and offer competitive prices.

Based on the initial results, the Department of Construction proposed that the Provincial People's Committee continue to allow the implementation of the weekly shuttle plan in the following months, from now until the end of 2025. At the same time, it proposed to maintain car rental contracts with approved units, ensuring the travel needs of officials and civil servants during the organizational restructuring period. In addition, the Department also proposed to assign budget estimates directly to transportation units, avoiding the need to sign separate contracts with each department and sector - which is time-consuming and ineffective in coordination.
