Implementing the New Rural Program, people in Dak R'lap district (Dak Nong) promote their roles and rights well when implementing the motto "people know, people discuss, people do, people check, and people enjoy".
Up to now, Dak R'lap district has 10/10 communes meeting the NTM standards, including 1 advanced NTM commune, Dak Wer, and Nhan Co, which is a model NTM commune in education.
In Nhan Co commune, many NTM criteria are at the top of the province such as average income per capita of 72 million VND/person/year. Criteria for organizing production with sustainable chains of pepper, coffee, durian associated with growing area codes, traceability with a scale of thousands of hectares. The commune's poverty rate is below 1%.

According to Mr. Le Viet Sy, Secretary of the Party Committee of Nhan Co commune, the people's strength and the active and proactive participation of all classes of people are the key for the commune to complete the new rural targets.
The commune has focused on promoting democracy and openness in contributions, mobilizing appropriate people's strength, thus creating high consensus.
Mr. Pham Thanh Tuan, village 5, Nhan Co commune said: He strongly supports the NTM program. His family has contributed money and land with a total value of about 300 million VND to build roads and a village hall.
Because he himself was able to promote his mastery in discussing public affairs, contributions, and mobilizing people were all made public, showing respect for the people.
According to the People's Committee of Dak R'lap district, every year, the plan for implementing specific NTM criteria at the district and commune levels is developed, clearly defining the goals and roadmap for implementation. Each content and criterion is suitable to the situation, promoting the right to ownership, discussion and comments of the community.

Inspection and supervision activities are regularly carried out by Steering Committees at all levels to promptly overcome shortcomings and commend individuals and units with outstanding achievements in building new rural areas.
In 2024 alone, the district mobilized over 14,840 billion VND to build new rural areas, of which people contributed over 3,000 billion VND.
Dak R'lap district has many typical models of people's initiative and volunteerism in building new rural areas. Typically, the model of "street lights to light up the countryside" has spread widely in residential areas in many communes of Dak Ru, Dak Wer, Nhan Co, Dak Sin, Hung Binh. These bright spots were all discussed and contributed by local people and local authorities. This activity has greatly contributed to ensuring rural security and avoiding petty theft, making the countryside look more spacious at night.
In Dak Mil district, by mid-2025, 100% of communes will meet NTM standards and basically complete district-level criteria. According to Mr. Le Van Hoang, Chairman of the District People's Committee, in the period of 2021-2025, the total capital mobilized for the NTM construction program in the area is more than 197 billion VND. Of which, the central budget supports nearly 88.2 billion VND, the local budget matches more than 91 billion VND, the rest is contributed by people and businesses.
Thanks to the reasonable allocation of resources, a series of essential infrastructure projects were invested in and built: 82km of rural roads, 27 schools, 12 cultural houses, 1 medical facility and more than 1,000 standard houses.

However, what makes success is not only the investment figures but also the strong change in awareness and action of both the political system and the people.
The implementation of the program is built in the direction of "respecting people - taking people as the root", in which people play the role of the subject, actively participating, accompanying and supervising in each project and each production development model.
Exceeded target
According to the report of the Provincial Farmers' Association, implementing the emulation movement " Dak Nong joins hands to build new rural areas", farmers' members contributed money, working days, donated land along with the State's investment to build rural infrastructure.
In 2024, the Association at all levels mobilized contributions of over 11.2 billion VND; nearly 7,400 working days; donated over 80,000m2 of land to expand roads; rebuilt and repaired over 139km of rural roads; repaired and solidified 54.3km of canals; repaired and rebuilt 52 bridges and culverts. Association members and farmers in the province supported 105 poor households to eliminate temporary and dilapidated houses.

Farmers in the province have built and maintained 34 farmer clubs participating in environmental protection; built 67 models on environmental protection and climate change response.
Mr. Ngo Xuan Dong, Deputy Director of Dak Nong Department of Agriculture and Environment affirmed: In the context of a province newly re-established for more than 20 years, with many economic and social difficulties, the province has promoted the role of the people as the main subject in building the new rural areas, which is a key to the success of the program.
People and people's strength participate in building plans, programs and organizing the implementation of new rural construction in their localities. The role of the State and local authorities is only to support, promote, orient and lead.
This not only ensures the correct principles of the New Rural Program but also ensures the goal that the New Rural Program is a program of the people, by the people, made by the people and directly benefited by the people.
According to the report of the Department of Agriculture and Environment of Dak Nong, by May 2025, the province had 45/60 communes meeting NTM standards; 9 advanced NTM communes; 2 model NTM communes, exceeding the assigned targets. Gia Nghia City completed the task of building NTM in 2020; Dak R'lap, Cu Jut and Dak Mil districts all had 100% of communes meeting NTM standards and basically completed the district-level criteria.
