The wishes of the people of zone 5

According to Mr. Dao Xuan Phuong, Party Cell Secretary, Head of Zone 5, the construction of a bridge over the Bac Hung Hai River has been a long-standing desire of more than 300 households in the area. Zone 5 is separated by the Sat River, and is administratively separate from other areas of Ke Sat town. People and students in Zone 5 who want to go to work or school must take a boat or travel a long distance, through a rough road in My Hao town ( Hung Yen ), then cross the Sat bridge on Highway 38 to reach the school and other areas of the town.

Based on that legitimate desire, on July 24, 2023, the People's Council of Binh Giang district decided to invest in the project to build a bridge over the Bac Hung Hai river in Ke Sat town. This bridge crosses the Kim Son canal (also known as the Sat river), which is one of the main irrigation canals of the Bac Hung Hai irrigation system.

According to the approved policy, the project has a total investment of nearly 40 billion VND from the district budget in the medium-term public investment plan for the period 2021-2025, socialized sources and other legal support capital sources. The project is invested by the Binh Giang District Construction Investment Project Management Board. The first part of the route will connect the two branches to the internal road in front of Dong Xa St. Peter Church, and the end of the route will harmoniously connect with Quang Trung Street. This bridge is located about 700 m upstream from Sat Bridge on National Highway 38.

After the project appraisal process by specialized agencies, on September 27, 2023, the People's Committee of Binh Giang district approved the feasibility study report of the Bac Hung Hai River Overpass Construction Investment Project in Ke Sat town. This is a level III traffic project, with a total length of the route and overpass of 193.6 m, of which the bridge is 89.15 m long.

According to the plan, this project was to be implemented from January 2024. However, due to objections from many households in Zone 4, it could not be implemented.

Resolve petitions of residents of zone 4

According to Mr. Cao Xuan Son (62 years old) on Giai Phong Street, Zone 4, Ke Sat Town, some of the design contents of the project are not suitable, directly affecting the lives, activities and businesses of many households living on Quang Trung and Giai Phong streets, and small traders doing business and trading in Sat market.

According to some residents of Zone 4, the design of the approach road is too long, which will narrow the entrance to Giai Phong Street, making it impossible for trucks transporting goods to enter Sat Market because the road is narrow. Trucks, passenger cars, ambulances, and fire trucks cannot enter Quang Trung Street because the road is narrow on both sides. "Therefore, we hope that the competent authority will consider adjusting the design of the bridge so as not to affect the lives, activities, and trade of the people," Mr. Son added.

Another problem is that some residents of Zone 4 believe that the project has not ensured transparency and openness, such as not consulting with affected households; not informing people about the planning and design diagram of the bridge...

Discussing this issue, Mr. Nguyen Ngoc Quan, Director of the Binh Giang District Investment and Construction Project Management Board, said that the Bac Hung Hai River Overpass Construction Project is within the scope of a public land project. Regarding the disclosure and information about the project, on August 3, 2023, at the Binh Giang District Central Cultural House, the District People's Committee held a conference to inform about a number of projects in Ke Sat town, including the Bac Hung Hai River Overpass Construction Investment Project. Previously, the District People's Committee sent invitations to the Party Cell Secretary, heads of zones 3, 4 and 5; representatives of households on both sides of Quang Trung, Pham Ngu Lao, Tran Hung Dao streets, and households in zone 5 of Ke Sat town.

Before Binh Giang district issued a decision approving the feasibility study report of the Bac Hung Hai River Bridge Construction Investment Project, the Binh Giang District Construction Investment Project Management Board sent a document to the Department of Transport and Bac Hung Hai Irrigation Works Exploitation Company Limited regarding the agreement on the design plan. Because Kim Son canal is the main irrigation water channel of the Bac Hung Hai irrigation system and is also the inland waterway traffic axis of Hai Duong . The construction of the bridge must ensure that it does not affect irrigation water and waterway traffic. Based on the planning of inland rivers in Hai Duong province, the clearance height and the clearance of the navigable bay must be ensured according to the technical level of inland waterways. The Department of Transport and Bac Hung Hai Irrigation Works Exploitation Company Limited have agreed on the design criteria with the clearance of the navigable bay over 30 m, the minimum clearance height of 6 m.

"The construction of the access road will pass through the frontage of many households on Quang Trung Street, most of which are doing business, so it will be more or less affected. To fix this, we will build a walkway on both sides of the access road, each side from 2.9-3.6 m wide," Mr. Quan informed.

In response to the opinions of residents of Zone 4, on February 29, 2024, the People's Committee of Ke Sat town organized a meeting with residents to explain and propagate. Mr. Quan said that the Binh Giang District Investment and Construction Project Management Board has received the opinions and proposals of a number of households in Zone 4 and reported to the Standing Committee of Binh Giang District Party Committee to study and have a plan to adjust the design to minimize the impact on families living, doing business and trading on Quang Trung, Giai Phong and Sat Market streets. However, the adjustment and change must be approved by the Department of Transport and Bac Hung Hai Irrigation Works Exploitation Company Limited. Changing the length of the approach road will affect the slope of the bridge and road, so if there is an adjustment, it must still ensure technical regulations and traffic safety.

I think the Bac Hung Hai River Overpass Construction Project is a connecting project to promote socio -economic development in Binh Giang, so state agencies and people will soon find a common voice.
