Specifically, the provincial branch of the Social Policy Bank approved a loan of VND 237 million for the family of Ms. Tran Thi Thuan whose son, Hoang Van Hung, is studying information technology at Ho Chi Minh City University of Transport. In the 2025-2026 school year, this customer will receive a disbursement of VND 79 million. The remaining loan amount will be disbursed to the family in the following school years of student Hoang Van Hung.
Ms. Tran Thi Thuan said: Her husband suffered a stroke and has had very limited mobility for many years. She collects scrap metal to support her husband and two children. Her two children have tried to overcome difficulties to go to school and are both former students of Luong The Vinh High School for the Gifted. Four years ago, when her eldest daughter was a student at a university in Ho Chi Minh City, she applied for a 2-year leave to find a job to save money to continue studying and partly support her family. After the leave period, her daughter continued to go to school and will graduate in the 2025-2026 school year.
In the 2025-2026 school year, her son will enter his second year of university. When he learned about the preferential credit program for students studying STEM majors, with the support of local authorities, school leaders, and the provincial branch of the Vietnam Bank for Social Policies, the family applied for a loan. With this loan, her son will be able to study without interruption like his sister.
According to Vo Trong Hoa, Deputy Director of the Provincial Branch of the Bank for Social Policies, as soon as the Prime Minister issued Decision No. 29 on the preferential credit program for students studying STEM majors, the transaction offices under the Provincial Branch of the Bank for Social Policies coordinated with entrusted organizations and savings and loan groups to review loan demand. Through reviewing actual demand, the unit proactively arranged a capital source of 20 billion VND to meet the loan demand of this program and is expected to accelerate disbursement in September and October 2025.
