Prime Minister Pham Minh Chinh has just signed Directive No. 24/CT-TTg on promoting the deployment of technological solutions to serve people and businesses associated with population data, identification and electronic authentication.
Accordingly, the Prime Minister requested the Ministry of Public Security to preside over and coordinate with the Ministry of Construction, the Ministry of Finance and the People's Committees of provinces and cities to deploy biometric technology on the VNeID electronic identification and authentication system, implementing the entire process at 100% of airports nationwide, to be completed in October 2025; at the same time, deploy at urban railway stations, Hanoi stations and vehicle parking lots in Hanoi and Ho Chi Minh City, to be completed in 2025.
The Ministry of Public Security is in charge of building traffic utilities on the VNeID electronic identification and authentication system in the direction of connecting with existing traffic applications, overcoming the fragmentation in the digital infrastructure of the transport sector, ensuring convenience and safety for people using the entire service, to be completed in October 2025.
The Ministry of Public Security is also responsible for presiding over and guiding the implementation of the integration of biometric technology on the VNeID electronic identification and authentication system, the national population database with information systems of organizations and enterprises, ensuring information security and safety, preventing counterfeiting and fraud; effectively serving state management and promoting socio -economic development, to be completed in October 2025.
In addition, the Prime Minister requested the Ministry of Finance to direct the Vietnam Airports Corporation to coordinate with airlines (Vietnam Airlines, Vietjet, etc.) to guide all passengers to use their ID cards, Citizen ID cards or VNeID electronic identification accounts to collect biometrics at check-in counters or on the VNeID application, thereby passing through security control gates and boarding gates. The Prime Minister also encouraged passengers to buy tickets and use biometric solutions associated with VNeID electronic identification and authentication when checking in for flights.
From December 1, 2025, only passengers with checked baggage and special passengers will check in at the counter. All other passengers will complete the entire process (buying tickets, checking in, security check, boarding the plane) through a biometric technology solution combined with VNeID electronic identification and authentication or at the self-service kiosk system at the airport.
For the 25 full-scale online public services in Plan No. 02-KH/BCĐTW of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, the Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Government Office and relevant units to deploy utilities on the VNeID application to implement these 25 online public services, to be completed in September 2025.
Regarding the implementation of document integration on the VNeID application, the Ministry of Public Security shall preside over and coordinate with ministries, branches and localities to review and advise the Government to amend and supplement Decree No. 69/2024/ND-CP of the Government on electronic identification and authentication, in order to synchronize and integrate electronic documents on VNeID, to be completed in November 2025.
The Ministry of Public Security is also responsible for presiding over and guiding ministries, branches and localities to connect the administrative procedure settlement information system at the ministerial and provincial levels with the electronic identification and authentication system; at the same time, guide the exploitation of information of people and businesses on the VNeID application to serve the settlement of administrative procedures, to be completed before September 20, 2025.
