Harsh terrain, a test of will

Bich Hao has a natural area of 147 km2, a population of nearly 34 thousand people, established in June 2025 according to Resolution 1678/NQ-UBTVQH15 of the National Assembly Standing Committee, on the basis of merging four communes: Mai Giang, Thanh Lam, Thanh Tung and Thanh Xuan. I added the first part. Bich Hao has a natural area of 147.6 km2, has 33,964 people, has 30 hamlets... Bich Hao's terrain is attached to the Truong Son range running in the Northwest - Southeast direction, gradually decreasing towards Lam River. Interspersed between the mountains and hills are small streams, creating a diverse natural landscape but also causing division, making production and life difficult. The plain along Lam River is small, most of the cultivated land is steep, with an average slope of 6 - 7 degrees, easily washed away and eroded.

The climate here makes the problem of development even more difficult. The highlands face drought and water shortages all year round; the lowlands often suffer from flooding. From May to early August is the severe drought season, crops are exhausted, fields are cracked; from late August to November, they are submerged in heavy rain and floods, fields are white. The lack of a synchronized irrigation system makes it even more difficult for farmers to cope.

In that journey, the decisive factor lies not only in the terrain or natural resources, but also in the people of Bich Hao. For generations, the people here have been famous for their diligence, hard work, and steadfastness in sticking to the land and the village. On steep fields that are easily washed away, they still tirelessly reclaim and turn wasteland into corn fields and rice fields. In the face of sudden floods or prolonged droughts, they are not discouraged, but find ways to adapt, intercropping, and raising livestock to maintain their livelihoods.

Bich Hao is also a land with a rich tradition of learning. Despite difficulties, many families still provide the best conditions for their children to go to school. The tradition of "respecting teachers, encouraging learning and talent" has nurtured many generations to grow up, contributing their intelligence to their homeland and country. In addition, there is a spirit of community solidarity, whenever there is a major policy of the Party and the State, the people wholeheartedly respond, contributing human and financial resources to build their homeland.

What is special is that in Bich Hao, every person has a desire for change. They do not accept poverty, but aspire to own their fields and build a prosperous life right on their native land. The harsh nature has become a "test" to temper their mettle, foster solidarity, the will to overcome difficulties and the desire to rise up. This is also the fulcrum for Bich Hao today to embark on a new journey with the determination to assert itself.

Economic prosperity , changing appearance

Looking back at the 2020-2025 term, it can be seen that Bich Hao's picture has clearly changed. From a land that was used to drought and floods, the commune's economy has gradually overcome difficulties, opening up bright colors.

First of all, the economic restructuring has shown the efforts to innovate the thinking of the Party and the people. From purely agricultural, the proportion of industry - construction and services is now increasing, reflecting the process of adapting to the market. The average income per capita reached 57 million VND, an increase of nearly 16 million compared to the beginning of the term, which is a testament to the effectiveness of that change.

However, the most obvious highlight lies in the new agricultural economic models. People are no longer limited to rice, but boldly develop livestock farms, beekeeping for honey, and fish farming in ponds and lakes. Households that know how to take advantage of the hill forests have invested in planting acacia and pine trees, both to cover bare land and to bring in stable income. Each year, more than 500 hectares of forest are newly planted, increasing the coverage to over 31%, creating more livelihoods and protecting the ecological environment.

The change does not stop at production, but spreads to the rural appearance. The new rural construction movement has motivated the community to participate. 121 km of new concrete roads have been completed, schools, cultural houses, and medical stations have been built. The 45 billion VND voluntarily contributed by the people and businesses is not only a material resource, but also a testament to the belief in future development.

It is from these projects that the appearance of the countryside changes day by day. The extended concrete roads not only bring agricultural products to the market faster, but also bring the light of civilization to each village. Children study in spacious schools, people have a place to live in a prosperous community, and the rural markets become more bustling.

All of these factors combined have helped improve people's lives. Not only has income increased, but spirit, culture, education, and health have all improved. 92% of households meet cultural standards, 13/15 schools meet national standards, and 100% of school-age children go to school. Social security policies have been fully implemented, and the poor and families with preferential policies have been well taken care of.

It can be said that during the past term, Bich Hao not only grew in numbers, but more importantly, it changed in appearance and development thinking. From a rural area with many shortages, the commune has demonstrated its resilience, affirming that, with the consensus of the people and the right direction of the local government leaders, any difficulty can be overcome.

The 1st Congress of the Party Committee of Bich Hao Commune, term 2025 - 2030 took place in the context of a newly established commune, with opportunities and challenges intertwined. With high political determination, the Congress set a general goal: by 2030, Bich Hao will be built to meet advanced new rural standards, with rapid and sustainable economic development, people's lives will improve, the political system will be clean and strong, and national defense and security will be ensured.

To do this, Bich Hao focuses on three breakthroughs. First, building a team of high-quality cadres and party members, especially key cadres with qualities, capacity, prestige, daring to think and dare to do. Second, completing planning and investing in synchronous infrastructure, prioritizing regional traffic connections, irrigation, infrastructure serving high-tech agriculture, and civilized urban areas. Third, promoting digital transformation, building e-government, developing digital economy, digital society, striving to become a top locality in the province in administrative reform.

In the production sector, the commune continues to restructure agriculture towards increasing added value, encouraging the development of organic agriculture and safe biological livestock farming. Farm and ranch models are expanded in association with product consumption linkages. Industry and handicrafts develop in an environmentally friendly direction. Services - trade, eco-tourism and culture are gradually exploited to turn potential into advantages.

At the same time, Bich Hao also focuses on developing culture and society, improving the quality of education and health care, ensuring social security, and sustainable poverty reduction; building a "people's heart position" associated with a solid national defense and people's security position.

From dry and cracked sloping fields to the two-crop rice fields that are taking shape; from muddy dirt roads to solid concrete roads; from poor thatched roofs to spacious houses, Bich Hao has been on the path of strong change. The achievements of the past term are not only statistical figures, but also evidence of the will and unyielding aspiration of the Party Committee and the people.

There are still many challenges ahead, but faith in the Party's leadership and the people's consensus are the foundation for the commune to move forward steadily. Bich Hao today not only tells the story of a semi-mountainous countryside, but also a message about the strength of will, about the desire for change of people who "refuse to retreat in the face of difficulties". And in the coming journey, that desire will continue to be written in new pages, full of faith and promise.
