(Chinhphu.vn) - The Government Inspectorate will conduct specialized inspections of projects with major difficulties and problems, complexities, long investment and construction processes, large scale, and possible violations (according to the Project List provided by the Ministry of Finance).

The Government Inspectorate has just held a meeting to deploy thematic inspections of projects with difficulties and problems.

The Government Inspectorate said that this is a task assigned by the Government and the Prime Minister to the Government Inspectorate to preside over the implementation in Resolution No. 205/NQ-CP of the regular Government meeting in June 2025 and the Government's online conference with localities, which has just been issued by the Government.

Inspections will be conducted on projects with major difficulties and problems.

According to the Government Inspectorate, the thematic inspection of works and projects with difficulties, obstacles, delays, backlogs, prolongation, low efficiency, and risks of loss and waste aims to determine the causes of difficulties and obstacles of works and projects; detect limitations and inadequacies of policies and laws to propose amendments, supplements, and improvements; determine responsibilities and recommend handling of violations of the law.

On that basis, report to the Prime Minister the results of the thematic inspection as a basis for competent authorities to consider, handle, and resolve, avoiding loss and waste, contributing to unlocking resources and promoting economic growth.

At the meeting, Mr. Hoang Hung, Director of the Department of Inspection, Complaints and Denunciations in the Construction Sector (Department VII) said that according to Plan No. 1505/KH-TTCP dated July 22, 2025 of the Government Inspectorate, inspections will be conducted on works and projects with major difficulties, problems, complications, long construction investment processes, large scale, and possible violations (according to the List of projects provided by the Ministry of Finance).

Accordingly, the Government Inspectorate directly inspects projects of central ministries, branches and corporations under the management of ministries and branches, with a total investment of over VND100 billion; inspects a number of large projects of localities with a total investment of over VND1,500 billion.

The Inspectorate of the Ministry of National Defense directly conducts inspections of projects under its authority in the list of projects with difficulties and problems.

Inspectors of provinces and cities directly inspect projects in their localities with a total investment of over 30 billion VND, in addition to projects directly inspected by the Government Inspectorate and the Ministry of National Defense Inspectorate.

The inspection period is from the implementation of the project to July 1, 2025. If necessary, the content related to before or after the above inspection period may be considered.

Inspection period: The inspection conducted by the Government Inspectorate shall not exceed 45 days.

The inspection conducted by the Inspectorate of the Ministry of National Defense, the Inspectorate of the province or city shall not exceed 30 days.

The Government Inspectorate assigned Department VII to advise the Government Inspectorate to direct and guide the Inspectorate of the Ministry of National Defense and the Inspectorates of provinces and cities in implementing the scope, content, subjects, period and duration of the inspection to unify the implementation.

At the same time, preside over and coordinate with relevant units to advise the Government Inspectorate's leaders to establish a Working Group to guide, urge, and summarize the results of thematic inspections; develop a report of the Government Inspectorate to report to the Prime Minister.

The Ministry of National Defense directs and requests the Ministry's Inspectorate to conduct specialized inspections according to this Plan and the guidance and direction of the Government Inspectorate.

The People's Committees of provinces and cities direct and request the Inspectorates of provinces and cities to conduct specialized inspections according to this Plan and the guidance and direction of the Government Inspectorate.

For remaining local projects and works with difficulties and obstacles, in addition to projects and works inspected by the Government Inspectorate, the Ministry of National Defense Inspectorate, and provincial and municipal Inspectorates, and projects and works that are not inspected.

People's Committees of provinces and cities shall proactively review, classify and conduct inspections if violations are detected to serve as a basis for reporting to competent authorities for consideration, resolution and removal of difficulties and obstacles.

The Government Inspectorate, the Ministry of National Defense Inspectorate, and provincial and municipal inspectorates shall develop inspection plans, submit them to competent authorities for approval, and implement inspections in July 2025.

The Government Inspectorate shall issue inspection conclusions before September 25, 2025. The Inspectorate of the Ministry of National Defense and Inspectorates of provinces and cities shall issue inspection conclusions before September 15, 2025.

The Ministry of National Defense, the People's Committees of provinces and cities shall synthesize and report the results of the thematic inspection on the Government Inspectorate before September 20, 2025.

The Government Inspectorate synthesizes the results of thematic inspections and reports to the Prime Minister before October 1, 2025.

Focus on inspection to ensure progress and quality according to the law.

Speaking at the meeting, Government Inspector General Doan Hong Phong requested that the Departments, according to their functions and tasks, focus on completing necessary procedures to deploy inspection teams to ensure progress and quality according to legal regulations.

Regarding the inspection content, the Government Inspector General requested that, based on the functions, tasks, authority and actual situation, the Head of the state management agency and the person issuing the inspection decision decide on the inspection content, noting a number of contents with signs of violations and risks of causing loss and waste in: Approving investment policies; establishing, appraising and approving investment projects; selecting investors, negotiating and signing contracts; allocating capital, settling investment projects; allocating land, leasing land, changing land use purposes; determining land prices, performing financial obligations on land... Assess and clearly identify the causes of difficulties, obstacles, slow progress, prolonged backlog, low efficiency, and risks of loss and waste.

Inspection activities must comply with the law, be democratic, public, objective, timely and accurate; not hinder the normal activities of the inspected subjects and other agencies, organizations and individuals; not overlap in scope and time between inspection agencies, between inspection agencies and state audit agencies; and not overlap in the exercise of rights when conducting inspections.

"Inspection must be on the right content, scope, and objects, with focus, key points, and on time according to the inspection decision; strict implementation of confidentiality and information and reporting regimes; inheritance of results from competent authorities on related contents with sufficient legal basis and grounds; close coordination between the Government Inspectorate and ministries, branches, and localities during the inspection process," Inspector General Doan Hong Phong directed.
