Quang Tri reviews and speeds up progress of Trieu Phu Industrial Park project
On August 15, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong chaired a working session with departments and Trung Khoi Joint Stock Company to urge the progress of implementing the Trieu Phu Multi-Industry Industrial Park project.
The Trieu Phu Multi-industry Industrial Park Project is invested by Trung Khoi Joint Stock Company, implemented in Trieu Trach, Trieu Son and Trieu Lang communes, Trieu Phong district, located in Trieu Son and Trieu Trach multi-industry industrial parks in the Southeast Quang Tri Economic Zone. The project has a total investment capital of VND 4,533.61 billion, with a land use scale of 528.97 hectares (including area A - 238.89 hectares, area B - 246.53 hectares, area C - 43.55 hectares).
According to the report of the Quang Tri Economic Zone Management Board, the project has completed the procedures for establishing an industrial park, environmental impact assessment, dossiers for changing forest use purposes and has paid for replacement forest planting to implement area B of the project with the amount of 15.23 billion VND; land use planning and plan; local adjustment of the construction zoning plan of the Southeast Economic Zone, phase 2...

Some work related to the project is continuing to be implemented: Establishing a plan to build a resettlement area to serve the site clearance work; the investor is establishing a detailed plan at a scale of 1/500, establishing a feasibility study report on construction investment, establishing a construction design dossier to be implemented after the basic design; reviewing the site clearance work to divide and specify the project implementation progress to ensure feasibility in project implementation...
To speed up the progress, the investor proposed to phase the project implementation: Phase I (quarter II/2025 - quarter II/2027) is 24 months; Phase II (quarter III/2027 - quarter I/2029) is 18 months; Phase III (quarter II/2029 - quarter II/2030) is 16 months; the entire project will be put into operation in quarter II of 2030.
At the meeting, departments, localities and investors discussed the contents of the project's resettlement plan; location, scope and progress of investment in construction of resettlement areas to serve the project's site clearance; plan to mobilize investment capital to build resettlement areas to serve the relocation of affected households to clear the project's site; solutions to guide, support and urge investors to carry out procedures for land and forest conversion; review the project's overlap with the national mineral reserve area, etc.
Concluding the meeting, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong requested departments, localities and investors to focus all resources and human resources to speed up the implementation progress of Trieu Phu Multi-industry Industrial Park project, striving to start the project in the first quarter of 2025.
Regarding investment and construction procedures, Vice Chairman Ha Sy Dong requested investors and the Provincial Economic Zone Management Board to shorten the investment time for phase 1 according to the Prime Minister 's approval decision. At the same time, the Provincial Economic Zone Management Board and the Department of Construction were assigned to coordinate, direct, guide and urge investors to complete the detailed construction planning for the Provincial Economic Zone Management Board to appraise and approve according to its authority, to be completed in September 2024.
Vice Chairman Ha Sy Dong also requested Trieu Phong district to direct the People's Committees of communes to collect opinions from the community and promptly complete the detailed planning project. The investor urgently organized to hire a land survey consultant to transfer all the survey records of phase 1 of the project to Trieu Phong district to organize the ownership, inventory, and price setting to develop a compensation plan and support for site clearance.
In addition, the Standing Vice Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, requested the Economic Zone Management Board to advise on the establishment of a Working Group to support investors in carrying out site clearance, resettlement, land lease, land allocation, conversion of forest use purposes, and assessment of impacts on mineral areas... in August 2024. Trieu Phong District urgently develops a specific plan for site clearance to complete and ensure conditions for land allocation and land lease to implement the project.
On the basis of the agreement on project investment phases, the Provincial Economic Zone Management Board directs investors to develop a plan, commit to detailed implementation progress in phase 1 of the project, and report to the Provincial People's Committee in accordance with regulations.
