Determined to achieve economic growth target

First economic growth scenario issued

The year 2025 is of great significance, the year of acceleration, the year of finishing the implementation of the 5-year socio-economic development plan (2020-2025) and marking the historic transformation of Hai Phong city after merging with Hai Duong province. Hai Phong's GRDP growth target of 12.35% in 2025 demonstrates the determination to complete the target assigned by the Prime Minister and is the basis for the city to make a breakthrough, completing at the highest level in the period 2021-2025.

To realize the goal, the City People's Committee issued an economic growth scenario for the last 6 months of 2025. This is the first time the city has issued an economic growth scenario. The targets, tasks and solutions are given specifically and in detail, serving as a basis for departments, branches, sectors and localities to develop appropriate plans.

According to the scenario, to achieve the set GRDP level, the added value of the agriculture, forestry and fishery sector is expected to reach VND18,578 billion, up 4.15%; the industry and construction sector will reach VND263,137 billion, up 14.33%; the service sector will strive to reach VND146,413 billion, up 10.36%. The total state budget revenue is set at over VND165,011 billion, of which domestic revenue is VND83,000 billion. The city also builds specific growth scenarios for each quarter, concretizes growth factors and assigns specific tasks to each department, industry and locality.

On that basis, the city has developed a plan to implement a specific growth scenario, focusing on mobilizing investment resources towards a total social investment capital of VND320,850 billion. Of which, attracting foreign direct investment (FDI) is one of the top priorities, with an expectation of reaching 5.5 billion USD; domestic investment reaching more than VND188,009 billion. Key projects are also being promoted, with a plan to start construction of 27 important projects. In addition, the city also focuses on developing social housing projects, striving to complete 10,694 apartments.

Synchronize solutions

These goals are built not only on internal strengths but also on new advantages and opportunities. Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for Hai Phong city is expected to create new, breakthrough growth drivers. Along with that, new legal regulations on land, public investment, and state budget are also considered favorable factors to unleash investment resources of both the state and private sector.

To promote the implementation of solutions, recently, Vice Chairman of the City People's Committee Tran Van Quan directed departments and branches to increase digitalization, minimize administrative procedures related to import and export goods, develop infrastructure for high-tech industries, sustainable production; deploy solutions to respond promptly and effectively to the US tariff policy. Along with that, build policies and support solutions, improve competitiveness for industries and businesses... The city mobilizes the entire political system to participate, with high determination to turn the plan to implement the growth scenario into concrete actions. Each department, branch, industry, and locality is assigned clear tasks and is closely monitored.

One of the most important driving forces of Hai Phong's economy is the industrial sector. The city's economic growth scenario for the last 6 months of 2025 is to increase the industrial production index (IIP) by 17.2% in the last 6 months of the year and by 16.8% for the whole year of 2025. The city assigned the Department of Industry and Trade to coordinate with relevant sectors to propose a number of key solutions such as removing difficulties in capital, market, and labor for businesses. Along with that, promote trade promotion activities, seek new export markets; review and synchronize policies to support key industrial enterprises.

State budget collection, especially domestic revenue, is also a top priority. Hai Phong City Tax Department has developed a domestic revenue plan for the last 6 months of 2025 based on the city's economic growth scenario. The city's domestic revenue target for 2025 is VND 83,000 billion, 11.1% higher than the initial estimate (VND 74,680 billion). The Tax Department has proposed solutions to strengthen tax inspection and examination, especially in areas with high potential risks. On the other hand, it is necessary to step up the fight against tax losses, especially in the fields of e-commerce and digital services, and modernize tax administration, creating the most favorable conditions for taxpayers.

As a consulting and synthesizing agency, the Department of Finance proactively proposed to the City People's Committee solutions to effectively implement Resolution No. 68-NQ/TW of the Politburo on private economic development and Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.

Comrade Nguyen Ngoc Tu, Director of the Department of Finance, said that immediately after the Central Resolutions were issued, the Department of Finance proactively and resolutely directed specialized departments and agencies to actively coordinate with related departments and agencies to develop specific implementation plans. The implementation was carried out with a high sense of responsibility, clearly demonstrating the pioneering and exemplary role in policy consultation and implementation. In the coming time, the Department will continue to innovate leadership methods and improve the quality of consultation based on the plans of the City People's Committee. Proactively propose and advise on the allocation of necessary resources to promote the implementation and effective implementation of the above resolutions, contributing to creating a breakthrough in the development of Hai Phong city, ensuring the GRDP growth target set for 2025.

It can be affirmed that close coordination between departments, branches and localities, along with enhancing the responsibility of leaders, is the decisive factor for Hai Phong to overcome all challenges and successfully complete the economic growth targets set for 2025.
