This Regulation stipulates the principles, working regime, responsibilities, meeting regime, reporting regime and conditions to ensure the operation of the Steering Committee for drafting the Law on Science and Technology (amended) and the Interdisciplinary Expert Group assisting the Steering Committee.
Working principles and regimes
The Steering Committee and the Interdisciplinary Expert Group work according to the principles of concentration, unity, and promoting the responsibility of the Steering Committee members.
Members work part-time and are responsible for assigned work.
The activities of the Steering Committee and the Interdisciplinary Expert Group are carried out through meetings or written opinions. Members fully participate in the activities of the Steering Committee and the Interdisciplinary Expert Group and promptly report on the implementation of assigned tasks.
In case of any change in the members of the Steering Committee or the members of the Interdisciplinary Expert Group, the Ministry or Agency where the member works is responsible for appointing another member to replace him/her and notifying in writing the Standing Agency of the Steering Committee to report to the Head of the Steering Committee.
Responsibilities of the Head of the Steering Committee
The Head of the Steering Committee is responsible to the Prime Minister for all activities according to the functions, tasks and powers of the Steering Committee as prescribed in Decision No. 457/QD-TTg dated May 28, 2024 of the Prime Minister on the establishment of the Steering Committee for the development of the draft Law on Science and Technology (amended).
Lead and manage all activities of the Steering Committee; convene and chair meetings of the Steering Committee. If necessary, authorize the Deputy Head of the Steering Committee to handle work within his/her authority.
Responsibilities of Deputy Head of Steering Committee
The Deputy Head of the Steering Committee assists the Head of the Steering Committee in directing, managing, and resolving the work of the Steering Committee as assigned or authorized by the Head of the Steering Committee and is responsible to the Head of the Steering Committee for his or her decisions.
Direct and handle the work of the Standing Body of the Steering Committee; promptly report to the Head of the Committee on major and important issues.
Responsibilities of Steering Committee members
Steering Committee members are responsible to the Head of the Committee for work within the assigned scope of work.
Organize and direct subordinate units to carry out tasks assigned by the Team Leader; ensure progress and quality of consulting opinions, proposals and other assigned tasks.
Responsibilities of the Standing Body of the Steering Committee
The standing body of the Steering Committee is responsible for advising and assisting the Steering Committee in planning key issues, developing implementation plans, and reporting implementation results to the Head of the Steering Committee.
Prepare content, programs and necessary conditions for meetings and other activities of the Steering Committee; prepare budget estimates for the general activities of the Steering Committee.
Responsibilities of the Interdisciplinary Expert Group
The Head of the Interdisciplinary Expert Group is Mr. Bui The Duy, Deputy Minister of Science and Technology. The Head of the Interdisciplinary Expert Group is responsible to the Head of the Steering Committee for the implementation of assigned tasks; directing, urging, and inspecting the implementation of tasks of the Interdisciplinary Expert Group; convening and chairing meetings of the Interdisciplinary Expert Group; promptly handling issues and recommendations of members. In case of necessity, authorize the Deputy Head to handle work within his/her authority.
The Deputy Head of the Interdisciplinary Expert Group is Nguyen Thi Ngoc Diep, Director of the Legal Department, Ministry of Science and Technology. The Deputy Head is responsible for performing and taking responsibility for the tasks assigned by the Head; directing and operating the activities of the Interdisciplinary Expert Group as assigned by the Head or when authorized by the Head.
The members of the Interdisciplinary Expert Group are issued together with Decision 83/QD-BCĐ. The members of the Interdisciplinary Expert Group are responsible to the Group Leader for the assigned tasks.
