After the merger, Quang Tri province has 16 border communes, with 57 general schools, including 17 semi-boarding ethnic minority schools and 1 boarding ethnic minority school (junior high school level).
Most schools have many campuses, but lack subject classrooms, auxiliary rooms, learning support rooms, playgrounds, and sports areas.
In particular, there are still some schools using temporary classrooms, borrowed classrooms and degraded classrooms that are not suitable for organizing educational activities.
With the goal of ensuring that each commune has at least one standard primary and secondary school, meeting the learning needs of students in disadvantaged areas, the People's Committee of Quang Tri province reports and proposes a plan and investment portfolio to build a school system for border communes.

Specifically, the province proposes to build 10 new inter-level general schools and upgrade, expand, and renovate 6 existing general schools or ethnic boarding schools in 15 border communes. The projects will be invested with adequate facilities, creating favorable conditions for students to study and live and a favorable working environment for teachers to stay long-term.
According to the People's Committee of Quang Tri province, the total investment capital demand for primary and secondary schools in border communes is about 3,338 billion VND, meeting the learning needs of more than 21,000 students; of which, the central budget is about 90%, the local budget and mobilization of other legal sources is about 10%.
It is expected that this year, Quang Tri province will start building Huong Phung primary and secondary boarding school for ethnic minorities with a total investment of 335 billion VND (phase 1 is about 250 billion VND). After completion, the school will be a place of study for about 2,100 students, received from 4 existing educational institutions in the area.
