Identified as an urgent and strategic action plan, clearly demonstrating the comprehensive vision and high political determination of our Party in the current period, Plan No. 02 on science, technology, innovation and digital transformation development aims to ensure that the new apparatus after the merger is not only streamlined in terms of organization but also operates smoothly, effectively and efficiently, best serving people and businesses from July 1, 2025. The plan is organized into 08 groups of key tasks and solutions. Specifically, group 1 completes legal institutions, aiming to create a synchronous and unified legal corridor, ensuring that "institutions are one step ahead"; group 2 builds digital infrastructure; group 3 on data; group 4 unifies platforms and applications to serve people, businesses and activities in political system agencies; group 5 on digital transformation human resources; group 6 on financial resources; Group 7 on digital transformation in the block of agencies of the National Assembly, the Fatherland Front and socio-political organizations, the Court and the Procuracy; Group 8 on ensuring safety, network security and confidentiality. The implementation of Plan No. 02 is divided into two phases, the urgent phase before July 1, 2025 and the breakthrough phase until December 31, 2025.

Standing member of the Secretariat, Deputy Head of the Central Steering Committee on Science , Technology, Innovation and Digital Transformation Tran Cam Tu emphasized that Plan No. 02 is of great significance in concretizing Resolution No. 57 and Conclusion No. 130 of the Politburo; requiring ministries, branches, the Central Government and localities to continue to thoroughly grasp Plan No. 02 so that the implementation can be achieved as soon as possible, in the best way, on time and on schedule. Standing member of the Secretariat Tran Cam Tu suggested promoting the role of the leader in implementing Plan No. 02 at the grassroots level and units. The implementation process must ensure synchronization, connectivity and unity in connection and operation; put an end to fragmented and ineffective investment; the technical platform must be practical, easy to use, easy to access, ensuring security and safety; must take the goal of serving the people and improving people's satisfaction as the key. At the same time, it is required to strengthen supervision and promptly handle difficulties, delays and lack of responsibility. Party and State agencies promptly issue regulations guiding the operation of the state apparatus, publish the list of administrative procedures, and ensure progress. Central and local ministries and branches assign and arrange focal points to receive and handle administrative procedures according to the effective and efficient two-level government model.
