Phu Tho unleashes high-tech agricultural potential

After the merger, the new Phu Tho province not only has administrative boundary restructuring but also opens up a golden opportunity to create a modern, efficient, sustainable and high-value-added high-tech agricultural ecosystem.

Potential advantages

With an area of over 9,000 km 2 and a population of over 4 million people, the new Phu Tho province first of all has great advantages in terms of land and human resources, as well as climate sub-regions, soil types, etc., enough to develop almost all high-tech agricultural products, meeting the increasing demand of the market. Next, the new province inherits a fairly basic high-tech agricultural foundation from the old provinces before the merger.

Specifically, the old Vinh Phuc province has more than 73% of its natural area as agricultural land and is known as a typical example of agricultural development in the Northern region.

In the 2021-2024 period, the province's agricultural growth rate will reach 5-5.3%, ranking first in the Red River Delta and 9th in the country. The province has established more than 4,800 hectares of safe vegetables in 71 localities; actively implementing digital transformation, traceability, developing cooperatives and high-tech enterprises.

In particular, many ecological agricultural models - using digital technology in production - have created large, high-yield model fields. However, the province still faces many barriers such as traditional farming practices that are still common, weak chain linkages, limited concentrated land funds, while infrastructure serving production such as irrigation, storage, and processing is still not synchronized.

Applying high-tech agriculture in agricultural production at the farm "Dao Gia Trang" (Vinh Tuong commune) helps increase both quality and competitiveness.

The old Phu Tho province has made a big mark with its policy of accelerating the digital transformation of agriculture. Accordingly, the province has established many specialized areas with the potential to apply high technology such as 70 tea areas, 166 grapefruit areas, 33 banana areas... Of which, thousands of hectares of grapefruit have met safe production standards and been assigned growing area codes. The province has also made efforts to build post-harvest industrial complexes such as collaborating with Loc Troi Group to develop the rice value chain.

In parallel, more than 80 cooperatives and farms have applied high technology, initially improving product quality and production efficiency. However, the scale of farms is still small, logistics infrastructure and post-harvest processing equipment are lacking, requiring stronger and more synchronous investment in the coming time.

For many years, Hoa Binh province has been known as a center of high-tech fruit trees, with its strength in citrus fruit trees accounting for 5% of the country's orange and grapefruit area, with an average income of 300-450 million VND/ha/year - among the highest in the country. The province has approved 3 regions and 11 NNCNC zones, deployed pest management software, supported growing area codes, applied GlobalGAP standards in growing melons and tomatoes, used greenhouses, drip irrigation, sensors, UAVs... However, the lack of highly specialized human resources, incomplete technical infrastructure and fragmented production models are still barriers to the widespread spread of NNCNC in the province.

Breakthrough opportunity

Based on the diverse foundation and strengths of each region, Phu Tho province needs to aim to form a new NNCNC ecosystem linking three localities - from seeds, production, processing, logistics to the market. This system not only ensures increased added value per hectare of cultivation but also promotes sustainable economic, social and environmental development.

In the immediate future, the province needs to have mechanisms and policies for building a special framework to apply the Resolution to support regional scale; administrative reform, credit incentives, land fund creation, attracting domestic and foreign investment according to the "4-house" linkage model. Focus on re-planning and land accumulation, expanding the minimum specialized cultivation area to a scale of 500-1,000 hectares; land accumulation through cooperatives, prioritizing areas that have been granted planting area codes to form concentrated production areas associated with high technology.

Promote investment in technical infrastructure, build automatic irrigation systems, renewable energy greenhouses, cold storage, inter-regional and inter-provincial logistics centers; apply digital platforms to manage pests and diseases, traceability, e-commerce and production management through sensors and GIS maps. Focus on developing human resources, training digital farmers, building academy models or linking with universities and research institutes at home and abroad to train high technology and modern production thinking.

Support businesses and cooperatives with initial investment capital, traceability, brand promotion; connect businesses - cooperatives - farmers to build a closed value chain. Invest in processing and packaging technology, issue traceability codes; develop the brand "New Phu Tho - VietGAP/CNC"; expand distribution channels through supermarkets, online and export to major markets in the region and the world.

It can be said that the new Phu Tho province has all the conditions and opportunities to become a model of high-tech agriculture in the country if it knows how to promote the advantages of each region. In particular, the key is to build a synchronous ecosystem from policy to organization of production - processing - market according to the chain, applying technology right from the beginning, avoiding fragmentation and each doing their own thing. When the three regions are all working towards the same vision and are united in innovation, the new Phu Tho province will not only be a geographical merger but also a place for green, creative and modern agriculture.
